Present: Bill Hecht, Jamie Maughan, Will Finch, Doug Greene, Commissioners;

The meeting was called to order at 7:00 p.m.
Old/New Business
40 Sunset Rock Road, Enforcement Order
The owner has not carried out work as ordered. The Commission will work with Town
Counsel to file complaints in court.
37 Pinevale Avenue, RGB 2005-35
Present: John McCracken, owner
The Commission discussed the status of work on the site, and also the recent pavement in
front of the house that was not included in the approved plans.
Mr. Finch moved, Mr. Maughan seconded, to order removal of the excess pavement and
stabilization of the paved area with loam and seed by May 15, 2006. Vote 4-0.
23 Criterion Street, DEP 270-441, RGB 2005-7
Present: Jim Lordan, owner.
The Commission reviewed an as-built site plan, site visit reports, and a request for
Occupancy.
Mr. Maughan moved, Mr. Finch seconded, to authorize sign-off on occupancy. Vote 4-0.
Mr. Greene moved, Mr. Finch seconded, to issue a Partial Certificate of Compliance for all
work except for the vegetation in the restoration area. Vote 4-0.
Mr. Finch moved, Mr. Maughan seconded, to release 90% of the amount of the Letter of
Credit and retain 10% to assure success of the vegetation in the restoration area. Vote 4-0.
Maplewood Village, Order of Conditions, DEP 270-423
The Commission reviewed site visit reports and a request for occupancy of Building B.
Mr. Maughan moved, Mr. Finch seconded, to authorize sign-off on occupancy after the
following actions are completed on site:
• Provide temporary stabilizastion for both swales;
• Seed and mulch the rubble removal areas;
• Remove the blue tarp from the wetlands;

• Remove plaster slurry deposits around buildings.
Vote 4-0.
Public Hearing, Notice of Intent, 21 Buckingham Drive, DEP 270-464, RGB 2005-44
Present: Michele Pavao, owner
The Commission reviewed revised plans for swimming pool and retaining wall, and then
asked for additional information. They scheduled a site visit for December 11, 2005.
Mr. Greene moved, Mr. Finch seconded, to continue the public hearing to January 11, 2006
at 7:30 PM. Vote 4-0.
Public Meeting, Request for Determination of Applicability, 94 Fairchild Drive, RGB
2005-48
Present: Karen Cosgrove, owner
The Commission reviewed plans for an addition and farmer's porch. Mr. Hecht gave a site
visit report. The Commission reviewed draft Findings and Conditions.
Mr. Greene moved, Mr. Finch seconded, to issue a negative Determination subject to the
Findings and. Conditions as drafted. Vote 4-0.
Public Hearing for Notice of Intent, Strout Avenue, DEP 270-445, RGB 2005-14
The Commission postponed the hearing indefinitely at the request of the applicant.
Public Hearing, Notice of Intent, 12, 22, and 28 Pondview Lane, RGB 2005-46
Present: Rich Bova, contractor
The Commission reviewed site visit reports and a plan for grading, retaining walls, and
landscaping. The Commission requested additional information.
Mr. Greene moved, Mr. Finch seconded, to continue the public hearing to December 14,
2006 at 7:45 PM. Vote 4-0.
Public Hearing, Notice of Intent, Kylie Drive Subdivision (150, 160 and 166 Wakefield
Street), DEP 270-462, RGB 2005-41
Present: John Ogren, Hayes Engineering
Mr. Ogren presented revised site plans, drainage calculations, and other information. The
Commission asked questions. The Commission reviewed a preliminary draft of conditions
for the Order.
Mr. Finch moved, Mr. Greene seconded, to continue the public hearing to December 14,
2006 at 8:00 PM. Vote 4-0.
Public Hearing, Notice of Intent, 26 Rear Summer Ave. DEP 270-454, RGB 2005-27
Present: Libby Wallis, Kevin Fulgoni, Lisa Meade, Michele Sateriale
Ms. Wallis presented new plans, calculations and documents concerning the proposed
house, driveway, grading and landscaping. Ms. Fink presented a memo, photographs, and
- drought status information from DEP. The Commission asked questions about stream flow,
Aquifer Protection District boundaries, and other concerns.

Mr. Maughan moved, Mr. Greene seconded, to confirm the Bordering Vegetated Wetland
boundaries as depicted on the revised site plan. Vote 4-0.
Mr. Maughan moved, Mr. Hecht seconded, to grant a Variance to allow the driveway over
the Willow Street frontage as shown on the revised site plan, provided that a Grant of
Conservation Restriction is provided for the northern portion of the lot as shown on the
revised site plan and provided that all necessary approvals are obtained for construction of
the house and driveway in the southern portion of the lot. Vote 2 in favor, 2 against and the
motion does not carry.
Mr. Finch moved, Mr. Maughan seconded, to find the entire stream channel within the site
to contain a perennial stream. Vote 2 in favor, 2 against and the motion does not carry.
Mr. Maughan moved, Mr. Greene seconded, to find the stream perennial beginning at
Wetland Flag #16 and continuing from there downstream within the site. Vote 2 in favor, I
against, and 1 abstaining. The motion does not carry.
Ms. Mead asked that the hearing be continued to December 14, 2005 and that motions be
reconsidered at that time.
Mr. Maughan moved, Mr. Greene seconded, to continue the public hearing to December 14,
2006 at 8:30 PM. Vote 4-0.
Public Hearing, Abbreviated Notice of Resource Area Delineation, 186 Van Norden
Road, DEP 270-463, RGB 2005-43
Present: Libby Wallis
Mr. Hecht recused himself as an abutter. Due to the subsequent lack of a quorum to conduct
the public hearing, the Commission did not open the hearing and postponed it to December
14, 2005 at 7:30 PM.
Libby Wallis asked for the Commission's site visit report, and Mr. Finch reported
observations of stream flow in the channel in front of the house, standing water in the
southern wetland, and some water in the underground tank.
Public Hearing, Notice of Intent, 522 Summer Avenue, RGB 2005-47
Present: Ronald Record, Jr.,
Mr. Record presented revised site plans for an addition, swimming pool, retaining walls,
grading and landscaping. The Commission heard site visit reports, asked questions, and
requested additional information.
Mr. Maughan moved, Mr. Greene seconded, to continue the public hearing to December 14,
2006 at 8:15 PM. Vote 4-0.
Old/New Business:
Plans for trail from Maplewood to Harvest Road
Mr. Wetzel will work with Scouts and REI on design for a trail.

Wingate has not responded to recent letter. Ms. Fink will call Alex Speigel.
Willow Street Reconstruction
The Commission reviewed a site visit report and asked Ms. Fink to contact the Town
Engineer to stabilize the area for the winter.
1 General Avenue
The Commission reviewed a site visit report. Conditions are stable.
Town-wide Order of Conditions, Water and Sewer Maintenance, DEP 270-351, RGB
2001-1
The request for Extension Permit was postponed to December 14, 2005.
337 Ash Street, Enforcement Orders
Work has not been completed. Tickets will be issued.
25 Pinevale Avenue, Enforcement Order
The owner called about tree planting.
57 Longwood Road, RGB 2005-26
The site plan must be revised to provide information about trees.
Reading Memorial High School, DEP 270-416, RGB 2003-51
Mr. Hecht reported observations of flooding in Castine Field during recent storms.
287 Lowell Street
The owner has requested a public hearing before the Zoning Board of Appeals for proposed
alterations. The Commission will send written comments about possible wetlands concerns.
Archstone, West Street.
The Commission reviewed a site visit report. Additional erosion controls will be requested.
Scotland Road, ROLT Land
Participants reported that a significant amount of debris and brush had been removed during
the recent work day.
Walkers Brook Drive Reconstruction
Ms. Fink reported that a meeting was held with engineers and contractors, a punch list was
determined and responsibilities assigned.
Minor Projects
41-43 Wilson Street - Mr. Finch moved, Mr. Greene seconded to approve a
Minor Project Permit for tree removal. Vote 4-0.
