The meeting was called to order at 7:00 P.M. Old/New Business: Kylie Drive, DEP 270-462, RGB 2005-41- Site plan revisions for Lots 6 and 7, status of work Present: John Ogren, Tom Hurley, Joe Pandolfo Lot 6: Mr. Ogren presented revised plans for the driveway, including porous pavement with an underdrain system discharging out to the swale on the western side of the lot. The Commission and Ms. Fink asked questions and Mr. Ogren answered. Mr. Hecht made a motion to accept the revised plan as a minor plan change. Ms. Stewart seconded. The vote was 4-0-0. Lot 7: Mr. Ogren presented a revised plan for house, driveway and roof recharge system, including soils test results. Ms. Fink reported that one test site failed to perc, and the Town Engineer advised not to accept in infiltration system in this area. Questions were also raised about a 13" maple tree that would be lost during construction. This tree might have been marked by the Planning Commission to be saved. The Commission requested that the infiltration design be modified and the tree question be answered. Mr. Hecht made a motion to authorize the Administrator to approve a revised plan consistent with the request. Ms. Stewart seconded. The vote was 3-1-0 (Mr. Greene against). The motion did not carry. The Commission asked Mr. Ogren to submit a revised plan for the next meeting on October 22, 2008. 212 Main Street, DEP 270-505, RGB 2007-15 - Status of work Mr. Hecht and Ms. Stewart did a site visit. The trees are healthy, and the site was cleaned up. Ms. Fink said the owner wants to keep the permit open in order to resurface the paved area beind the store. 117 Arcadia Road, Enforcement Order- Status of work Mr. Hecht said the back yard is stable and there was a little erosion that has been reseeded. The grass is in good shape. Mr. Hecht made a motion to close the Enforcement Order. Ms. Stewart seconded. The vote was 4-0-0. 4 Conservation Commission Meeting, October 8, 2008 Public Meeting, Request for Determination of Applicability, Massachusetts Highway Department, Route I-93, resurfacing and other maintenance work Andrea Norton-Wenzel, representing the Mass. Highway Department, said the scope has been - modified and scaled back because of financial reasons. Only work that is needed will be done. This is now a straight resurfacing job. Ms. Norton-Wenzel submitted the drainage plans from when the highway was built. The Commission said the maintenance issue is critical and must be maintained. The Commission and Ms. Norton-Wenzel reviewed the draft determination and made necessary changes. Mr. Hecht made a motion to issue a negative Determination of Applicability with the Findings and Conditions as amended this evening. Ms. Stewart seconded. The vote was 4-0-0. Public Meeting, Request for Determination of Applicability, Troy DiNapoli, 82 Fairchild Drive, RGB 2008-42, addition to house Present: Mr. and Mrs. DiNapoli Mr. Hecht said he and Ms. Stewart did a site visit, and the silt fences are in place. This proposed addition is 86' from the wetlands in the Buffer Zone. Mr. Hecht said everything looked fine on the site visit. The. Commission reviewed draft Conditions. Mr. Hecht made a motion to issue a negative Determination of Applicability subject to the Conditions as drafted. Ms. Stewart seconded. The vote was 4-0-0. Public Hearing, Notice of Intent, Gary Doherty, 68 Glenmere Circle, DEP 270-543, RGB 2008-40, addition to house Mr. Doherty did not attend the hearing. Ms. Fink had provided a draft decision for his review. Ms Fink also received a revised plan. The Commission reviewed the draft. Ms. Stewart made a motion to close public hearing. Mr. Hecht seconded. The vote was 4-0-0 Ms. Stewart made a motion to issue an Order of Conditions with the Findings and Conditions as drafted. Mr. Hecht seconded. The vote was 4-0-0. Public Meeting, Request for Determination of Applicability, Reading Housing Authority, 41 and 43 Wilson Street, RGB 2008-41, drainage connection and fence Present: Frank Gentile, abutter. No one from the Reading Housing Authority was in attendance. Ms. Fink had provided a draft decision to Lyn Whyte and the Commission for review. Mr. Wetzel said on a site visit there was standing water in the basement and the detention pond. Mr. Hecht said the RHA has been mowing the zone of natural vegetation, and they must stop doing this. There was a discussion of the drains and the stream channel and how they were flowing. Some revisions were made in the draft. Frank Gentile from the neighborhood voiced his disapproval of the past practices of the Reading Housing Authority regarding the past Order of Conditions. Mr. Gentile presented a petition from homeowners in the neighborhood. He said the RHA had been trying lately to rectify some issues but he listed things that were not done in the past that he thought should have been. Ms. Fink said the detention drain could be replanted with a wetland seed mix. Mr. Hecht said a dozen more shrubs should be added and the detention drain should be cleaned and maintained. Mr. Hecht made a motion to issue a negative Determination of Applicability with Findings and Conditions as amended. Ms. Stewart seconded. The vote was 4-0-0. 2 Conservation Commission Meeting, October 8, 2008 Old/New Business: 1 General Avenue, DEP 270-428, RGB 2004-22 - As-built plans Joseph Peznola and Mr. Nick Nicolaou represented 1 General Way. Mr. Peznola said they had been working with Ms. Fink to resolve the issues at the location and he submitted a sketch plan regarding the area where the wood chips were washing away. He thought all else was in order. Mr. Hecht asked if the three replacement tree planted close together could be spread evenly in the zone of natural vegetation and Mr. Nickolaou agreed. Mr. Hecht made a motion to accept the wood chip plan as a minor plan change. Ms. Stewart seconded. The vote was 4-0-0. Ms. Fink reported a site visit and listed a number of issues she thought should be addressed at the property before a Certificate of Compliance. Mr. Nickolaou will carry out the work and then call for a final site visit. 105 Libby Avenue, DEP 270-435, RGB 2004-36 - Request for revised Extension Permit and site plan revision for shed Present: Paul Pandolfo, owner. Mr. Hecht did a site visit. He said the shed location was appropriate and the site looked good. Ms. Fink had a few items still to be addressed at the property. Mr. Hecht made a motion to issue a corrected Extension Permit until December 16, 2009 for recording purposes. Ms. Stewart seconded. The vote was 4-0-0. Mr. Hecht made a motion to accept a minor change revision for the shed. Ms. Stewart seconded. The vote was 4-0-0. Archstone, West. Street, DEP 270-412, RGB 2003-46 - Request for Certificate of Compliance Ms. Fink said they are very close to completion. She is waiting for a response to a recent letter from Archstone. 25 Walkers Brook Drive, DEP 270-470, RGB 2005-51= Status of work, revised planting plan Ms. Fink said they ended up planting trumpet honeysuckle and were working on the grading issue for flood storage compensation. Ed Shaw will be contacted for as-builts. 15 Dana Road, Enforcement Order -Status of work Ms. Stewart said rear and sides are stable and there are no visible signs of erosion Mr. Hecht made a motion to close the Enforcement Order. Ms. Stewart seconded. The vote was 4-0-0. 15 Timothy Place, DEP 270-539, RGB 2008-27 - Plan revision Ms. Fink sent a letter to the owner to stop mowing the zone of natural vegetation. The owner proposed planting shrubs next spring. Ms. Fink provided information on native species and. planting density. The Commission requested a plan by November 15, 2008. - 47 Woodland Street, Minor Project - Status of work Ms. Fink has not heard back regarding letters she had sent. She will schedule a site visit. She will schedule a site visit. Wood End School and South Street, DEP 270-481, RGB 2006-29- Request for Certificate of Compliance Ms. Fink reported that the sidewalks are in and sites are stable. Mr. Hecht made a motion to issue a Certificate of Compliance. Ms. Stewart seconded. The vote was 4-0-0. Wood End School playground, RGB 2006-24 - Status of work Ms. Fink reported that the playground is finished and the site is stable. Mr. Hecht made a motion to close the Determination for the Wood End School playground. Ms. Stewart seconded. The vote was 4-0-0. 45 Causeway Road, RGB 2005-16 - Status of work This case will be discussed at a later meeting. Trail Committee. The Adopt a Trail Handbook was edited by Ms. Fink and the Trail Committee adopted the edits Mr. Hecht made a motion to approve the Adopt a Trail Handbook as amended and edited for work in Town Conservation Areas. Ms. Stewart seconded. The vote was 4-0-0. - Construction of the viewing platform in Bare Meadow will begin on October 18, 2008. 88-98 Walkers Brook now has a cell tower with a generator and they have asked permission to route the swale around the generator. Mr. Hecht made a motion to accept the revised site plan for a Swale revision at the Honda Gallery. Ms. Stewart seconded. The vote was 4-0-0. The Conservation Trust Fund report was submitted to the Commission members by Ms. Fink. 4
