Present: Chairman Mark Wetzel, Vice Chairman Bill Hecht, Barbara Stewart, Tina Ohlson, and
Fran Fink-Conservation Administrator
The meeting was called to order at 7:00 P.M.
Old/New Business:
10 Pasture Road, DEP 270-476, RGB 2006-14 - Request for occupancy and Certificate of
Compliance
Present: Peter Zanni, owner
The Commission reviewed as-built information and site visit reports.
Motion by Mr. Hecht to authorize the Administrator to sign off on occupancy after silt fence had
been installed south of house. Ms. Stewart seconded. Vote was 4-0-0.
Strout Avenue, Water Treatment Plant, DEP 270-524, RGB 2008-2 - Site plan revisions
Present: George Zambouras, Town Engineer
Mr. Zambouras presented revised plans for grading in demolition area, additional parking, ballfield,
fencing, retaining wall, sidewalk, and other work to turn the demolition site into a park. The
Commission asked questions about public review process, bathrooms, proximity to wetlands, limits
of work, and maintenance. The Commission asked Mr. Zambouras to file a request for Amended
Order of Conditions and publish notice of a public hearing for January 7, 2009.
Public Hearing, Notice of Intent, Austin Preparatory School, 101 Willow Street, DEP 270-544,
RGB 2008-44,.parking lot expansion and drainage systems
Present: Brad Latham, lawyer
Mr. Latham provided reports on recent cleaning of draining system and pavement sweeping. The
Commission reviewed comments from the Town Engineer. They also reviewed and amended draft
Findings and Conditions for the Order.
Motion made by Mr. Hecht to issue an Order of Conditions for the project with the Findings and
Conditions as amended this evening. Ms. Stewart seconded. Vote was 4-0-0.
Motion made by Mr. Hecht to close hearing. Ms. Stewart seconded. Vote was 4-0-0
49 Longwood Road, RGB 2007-20 - Status of work
Mr. Hecht gave site visit report. Owner has not stabilized site. The Commission directed Ms. Fink
to issue a fine for failure to control erosion.
15 Timothy Place, DEP 270-529, RGB 2008-37 - Request for occupancy
Present: Nick Diranian, owner
Mr. Hecht gave site visit report. Planting will be needed in spring.

Public Hearing, Notice of Intent, Robert Zeraschi, 10 Torre, DEP 270-538, RGB 2008-35, day
care center, parking lot, drainage, and grading
This case was postponed until January 7, 2009, at the request of the applicant.
Public Hearing, Notice of Intent, Massachusetts Highway Department, Causeway Road
Depot, DEP 270-545, landfill capping, drainage, grading
Causeway Road MHD Depot, DEP 270-313 RGB 1998-17 - Status of work
Present: Ken Leach, Bob Boone, and Andrea Norton, MHD, Bill Beyer and Steve Chapman,
engineers, Amy Green, wetlands consultant
Mr. Beyer and Mr. Chapman distributed and described revised site plans including stormwater
management systems and landfill caps. Ms. Fink distributed written comments and reviewed
highlights. The Commission asked questions about design details, requested drainage calculations
and maintenance plan, and other information.
Motion made by Mr. Hecht to continue the public hearing to January 7, 2009. Ms. Ohlson
seconded. Vote was 4-0-0.
Old/New Business:
88 and 98 Walkers Brook Drive, DEP 270-489, RGB 2006-39 -Status of work, planting plan
for approval
Present: Geoffrey Andrews, wetlands consultant.
Mr. Andrews presented a proposed planting plan.
Motion made by Mr. Hecht to accept the planting plan. Ms. Stewart seconded. Vote was 4-0-0.
134 Fairchild Drive - Draft Grant of Conservation Restriction and site plan for approval
Present: Kevin Simard, owner
Mr. Simard asked for revisions in the draft Grant of Conservation Restriction in the section on
Amendments and to permit construction of small structures in the restricted area. He said he was
working on site plan revisions with his surveyor.
Ms. Fink reported that Town Counsel had no objection to the section on Amendments, and
recommended that small structures not be allowed. Mr. Simard asked to discuss the section on
structures with Town Counsel. The matter will be continued on January 7, 2009.
Kylie Drive, DEP 270-462, RGB 2005-41 - Status of work, revised site plan for Lot 5
Present: Tom Hurley, contractor
Mr. Hurley presented revised plan for Lot 5. Ms. Fink noted that easements and covenants were
required for the drainage swale and trail access before work could begin.
Motion made by Mr. Hecht to accept the revised plan for Lot 5. Ms. Ohlson seconded. Vote was
4-0-0.
The Commission reminded Mr. Hurley that deadlines set in their letter of 11/25/08 had not been
met. They extended the deadline to 12/17/08, after which fines would be issued.

40 Sunset Rock Lane, Enforcement Orders - Status of work, proposed drainage system
Present: Jim Morin, Saugusbank, owner
Mr. Hecht gave a site visit report. The shed has been removed from the back yard, but the
swimming pool and driveway pavement remain.
Mr. Morin presented a plan to a drainage collection and infiltration system along the driveway. The
Commission reviewed memos from the Town Engineer and Ms. Fink. They asked for more
technical details and advised Mr. Morin to file a Notice of Intent.
Reading Memorial High School, DEP 270-416/RGB 2003-51, DEP 270-437/RGB 2005-3, and
DEP 27 0-504/RGB 2007-14 - Status of work, Request for Extension Permits
The Commission reviewed recent email correspondence from Dave Capaldo, project manager. A
letter will be sent asking the School Committee and Superintendent to attend a site visit on January
4 and the Commission meeting on January 7 to review the status of work.
Track Road - Beaver dam
Ms. Fink reported a site inspection with the Health Administrator to assess the impact of a new
beaver dam across Walkers Brook between Track Road and Walkers Brook Crossing. The top of
the dam was well below the top of the stream banks and was not causing flooding of any
surrounding property. The Commission decided no action was needed at this time.
15 South Street - Status of work
Ms. Fink reported that the contractor had set an erosion barrier. An inspection will be scheduled in
the spring to assure permanent stabilization.
1381 Main Street, Enforcement Order -Request to remove infiltration system
The Commission reviewed a request from the owner to remove the drywell from the site. The
CPDC has approved, but not mandated, such removal.
Motion made by Mr. Hecht to amend the Enforcement Order to allow the owner either to remove
the drywell or to leave it with the conditions already established in the Order. Ms. Ohlson
seconded. Vote was 4-0-0.
55 Hopkins Street, Quannapowitt Theater, DEP 270-599, RGB 2007-8 - Status of work
The Commission reviewed a site visit report and follow-up letter by Ms. Fink.
8 Walkers Brook Drive, DEP 270-525, RGB 2008-3 - Request to remove pine tree, status of
work
The Commission reviewed a site visit report by Ms. Fink.
Motion made by Mr. Hecht to allow removal of the southernmost pine tree on the northeastern side
of the building. Ms. Ohlson seconded. Vote was 4-0-0.
68 Longwood Road, DEP 270-542, RGB 2008-36 - Infiltration system design for approval
The Commission reviewed a revised site plan showing design for roof drain system.

Motion made by Mr. Hecht to accept the revised plan. Ms. Ohlson seconded. Vote was 4-0-0.

36 Wescroft Road, DEP 270-533, RGB 2008-17 - Request for Certificate of Compliance
The Commission reviewed a site visit report.
Motion made by Mr. Hecht to issue a Certificate of Compliance for the work. Ms. Ohlson
seconded. Vote was 4-0-0.
87 Walkers Brook Drive, DEP 270-479, RGB 2006-25 - Request for Certificate of Compliance
The Commission reviewed a site visit report.
Motion made by Ms. Stewart to issue a Certificate of Compliance for the work. Mr. Hecht
seconded. Vote was 4-0-0.
Motion made by Mr Hecht to release the bond in full. Ms. Stewart seconded. Vote was 4-0-0.
Jacob Way - Environmental Impact Report -
The Commission received the EIR and decided not to send comments to MEPA. The applicant has
withdrawn their recent application to the CPDC due to an absence of funding.
9 Gregory Lane - Revised Grant of Conservation Restriction
The Commission reviewed several revisions to the draft Grant by the owner. A letter will be sent
responding to each one.
Mattera Conservation Area - Log cabin plans
At the request of the Town Manager, Ms. Fink was working with the Recreation Administrator and
Town Engineer on a report to the Board of Selectmen, including costs of improvements needed' for
public use of the cabin and proposed uses for the cabin. The Commission suggested a number of
potential uses and interest groups. They offered to hold an open house and invite potential users to
visit and see what the cabin has to offer.
Meeting dates for 2009
Motion made by Mr Hecht to set meeting dates for 2009 as follows: 1/7, 1/21, 2/11, 2/25, 3/11,
3/25, 4/8, 4/22, 5/13, 5/27, 6/10, 6/24, 7/8, 7/22, 8/12, 8/26, 9/9, 9/23, 10/14, 10/28, 11/18, 12/2
and 12/26. Ms. Stewart seconded. Vote was 4-0-0.
Minor Projects: 65 Winslow (tree removal)
Motion made by Mr. Hecht to accept the project. Ms. Stewart seconded. Vote was 4-0-0.
Minutes for approval
Motion made by Mr. Hecht to accept the Minutes of October 2 and 22, and November 5, 2008
as drafted. Ms. Stewart seconded. Vote was 4-0-0
101 Longwood
The work has not been completed. The Commission will schedule a site visit in April.
84 Whittier Road, DEP 270-521, RGB 2007-37 Request for Certificate of Compliance
The Commission reviewed as-built plans and a site visit report.
Motion made by Mr. Hecht to issue a Certificate of Compliance for the work. Ms. Stewart
seconded. Vote was 4-0-0.
10 Torre Street
The Commission discussed the recent decision by the Commissioner of DEP and how it might
apply to other sites in future.
