The meeting was called to order at 7:00 P.M.
Old/New Business
8 Walkers Brook Drive, DEP 270-525, RGB 2008-3 - Request for occupancy
Present: Attorney Chris Latham
Motion made by Mr. Hecht to authorize the Administrator to sign-off on occupancy permit to be
issued by the Building Inspector. Mr. Wetzel seconded. Vote was 6-0-0.
Applicant also requested a minor modification to remove the existing freestanding sign and install a
new freestanding sign outside the 100' riverfront boundary near the bank entrance.
Motion made by Mr. Hecht to allow a minor modification to remove and replace the freestanding
sign. Ms. Stewart seconded. Vote was 6-0-0.
57 Lilah Lane, RGB 2008-20 - Site plan revision
Ms. Fink said the proposed system seems to meet the APD standards but the Commission still does
not have the required soils test for infiltration and groundwater data.
Reading Memorial High School, DEP 270-416/RGB 2003-51, and DEP 270-437/RGB 2005-3,
and DEP 27 0-504/RGB 2007-14 - Status of work, Request for Extension Permits
Mr. Hecht reported that he is discussing work needed this spring with School Committee members.
Motion made by Mr. Hecht to issue an extension permit for RMHS, DEP 270-416/RGB 2003-51,
for one year. Mr. Greene seconded. Vote was 6-0-0.
Motion made by Mr. Hecht to issue an extension permit for RMHS, DEP 270-437/RGB 2005-3, for
one year. Mr. Greene seconded. Vote was 6-0-0.
285 Main Street - Case Number 08-30, Zoning Board of Appeals
Ms. Fink had drafted comments to send to the ZBA regarding their Case # 08-30 for 285 Main
Street.
Mr. Hecht made a motion to send the comments to the ZBA. Ms. Stewart seconded. The Vote was
6-0-0.

This case was postponed until February 25, 2009 at the request of the applicant.
134 Fairchild Drive - Grant of Conservation Restriction and site plan
Ms. Fink got a revised Grant and site plan with bounds. She needs feedback from the owner, so the
case was continued to the next meeting on February 25, 2009.
9 Gregory Lane, DEP 270-236, RGB 1991-10 - Grant of Conservation Restriction, Request
for Certificate of Compliance, bond release
Ms. Fink reported that Kevin Emery had requested several revisions in the draft Grant after
receiving the comments from DCS. She will make the revisions and send them to Mr. Emery and
DCS for review.
22 Roma Lane, Enforcement Order - Proposed planting plan
Ms. Fink said. the owner did not meet the given deadline. She sent a letter and phoned the owner.
He said he would submit a planting plan for this meeting but did not do so. The Commission wants
another letter sent with a warning that if a planting plan is not received by the next meeting on
February 25, 2009 a fine might be issued.
40 Sunset Rock Lane, Complaint, Woburn District Court
The court got the previous owner to enter a plea bargain. She has twelve months to pay a reduced
fine of $3,100. Payment will go to the probate court and the court will send the check to the Town:

Present: George Zambouras, Town Engineer; Peter Hechenbleikner, Town Manager
Mr. Zambouras said he submitted to the Commission a compiled revision plan set that shows all
changes. He reviewed these changes with the members.
Mr. Wetzel asked about the trees around the walkway, and Mr. Zambouras said they would
probably be fruit trees, to be determined by the Tree Warden. Mr. Wetzel asked about treatment of
the skating area banks. Mr. Zambouras said the slope would be 4:1, the liner would have loam and
seed on top, and the banks would be mowed.
Mr. Tucker asked how sediment build-up would be addressed. Mr. Zambouras said manholes
provide access for pipe cleaning. Skating areas are open.
Ms. Fink handed out a memo to the Commission and the Town staff present, and reviewed most of
the contents. A number of questions were raised about the proposed work., including treatment of
the stream banks, work proposed in wetlands in the skating areas, drainage improvements needed to
meet the Stormwater Policy, and additional information needed about existing conditions and
wetland delineations in the skating areas. Ms. Fink said she also needs more time to review the
drainage calculations with the Town Engineer.

Ms. Fink asked for site plans that clearly show and label wetlands boundaries and for field data
supporting the delineations. Mr. Young described his delineation and said he had put the Bank
flags along the low-flow edge of water near the bottom of the channel. Ms. Fink asked about mean
annual high water which sets the upper limit of the bank.
Mr. Hecht made a motion for the hearing be continued to February 25, 2009, provided the DEP
Commissioner has rendered a decision because the Conservation Commission would not feel
comfortable voting until a decision has been made by the DEP. Ms.. Stewart seconded. Vote was 6-
0-0.
Old/New Business:
Kylie Drive, DEP 270-462, RGB 2005=41- Revised plans and covenants, request for
occupancy, Lot 8
Mr. Wetzel gave a site visit report. There are two staircases, a retaining wall, and an unstable steep
slope behind the house that must be graded and stabilized before occupancy can be authorized. Ms.
Fink said that this work was not on the approved site plan, and the Applicant should stop doing this
work and submit a plan revision for approval. The Commission also had questions about roof drain
piping.
Ms. Fink had received revised drafts for the covenant and easement, an easement sketch plan
showing metes and bounds, and a proposed grading revision plan for the swale. The plan moves the
swale slightly so that it lines up with the existing swale at Lot 6.
Mr. Hecht made a motion to accept the proposed easement sketch plan and swale grading plan. Ms.
Stewart seconded. The vote was 6-0-0.
Tom Hurley dropped off revised plans for Lot 5 and copies were given out to the Commissioners.
This plan will be discussed on February 25t" after all members have had an opportunity to review.
39 Walkers Brook Drive, DEP 270-494, RGB 2006-37 - As-built plans, Riverfront Area
mitigation revisions
Ms. Fink said nothing new has been received and they asked for additional time.
Proposed DEP Stormwater Regulations
Ms. Fink did not have a chance to review.
Plans for NHESP map habitat survey
Ms. Fink said Leo Kenney might be able,to help her and Mr. Greene get this organized.
Trail Committee
Ms. Fink said they met at the end of January and they would like to do monthly walks. They are
looking for people to lead on different topics. They have picked a day in the spring to finish the
platform. Next meeting will be February 17.
87 Walkers Brook
A hazardous materials report was submitted. They are not proposing to fix the on-going vapor
problem, but propose instead to continue to treat the air.

National Heritage is considering changes to the vernal pool guidelines.
Ms. Fink has submitted comments, and gave the Commission copies of comments from MACC,
Mass.Audubon, the Sudbury Commission, and others.
Site Visits
Ms. Fink and Mr. Wetzel reported a number of site visits.
Mr. Hecht made a motion to close the minor project and Determination files as follows: 26
Milepost Road, 55 Old Farm, Road, 129 Oak Street, 6 Rice Road and 182 Van Norden Road. Ms.
Ohlson seconded. Vote was 6-0-0.
Letters will be sent to owners of 43 Latham and 39 Sunset Rock, reminding them to finish work.
Water Treatment Plant
Ms Fink did a site visit at the water treatment plant. Rip-rap was installed at the blow-off area
and rough grading is underway inside the erosion barriers. Final grading and planting will occur
next spring. Silt fences will be adjusted for vernal pool migration season.
Minutes for approval: December 10, 2008, January 7, 2009, and January 21, 2009
Ms. Stewart made a motion to accept the minutes for December 10, 2008. Ms. Ohlson seconded.
Vote was 6-0-0.
Ms. Stewart made a motion to accept the minutes for January 7, 2009 as amended. Ms. Ohlson
seconded. Vote was 6-0-0.
Ms. Stewart made a motion to accept the minutes for January 21, 2009. Ms. Ohlson seconded.
Vote was 6-0-0.
Mr. Hecht made a motion to adjourn the meeting. Mr. Tucker seconded. Vote was 6-0-0.
