Old/New Business
Johnson Woods, DEP 270-416, RGB 2004-10
Bob Gargano, project manager, was present. The Commission reviewed several documents
submitted in response to their letter of November 4, 2009. Mr. Gargano indicated that Ted Moore
is working on additional materials.
29 Shackford Road, DEP 270-507, RGB 2007-16
Tony Cerasuolo was present and provided a site plan revision for grading and patios.
Motion made by Mr. Hecht to accept the plan as a minor change under the Order of Conditions.
Ms. Stewart seconded. Vote was 5-0-0. '
Public Hearing, Notice of Intent, Reading Public Works Department, reconstruction of West
Street DEP 270-552, RGB 2009- 9
Present: George Zambouras and Bill Murphy
The Commission reviewed the draft Findings and Conditions. Mr. Zambouras asked to continue
the hearing to provide more information and draft revisions.
Motion made by Mr. Hecht to continue the public hearing to December 2, 2009. Ms. Stewart
seconded. Vote was 5-0-0.
Public Meeting, Request for Determination of Applicability, 24 Nugent Lane, RGB 2009-34,
The contractor stated that the house is rotting in places where trees are too close. The Commission
heard site visit reports and discussed the condition of the trees. The Commission reviewed and
revised draft Conditions.
Motion made by Mr. Hecht to issue a negative Determination with the Conditions as revised this
evening. Ms. Stewart seconded. Vote was 5-0-0.
Public Hearing, Notice of Intent, 16 Track Road, RGB 2009- 35
Michael Collins, applicant was present and described his plans to demolish the existing house and
construct a new house in Riverfront Area. Commissioners asked about removal of hazardous
materials during demolition, erosion barriers, mitigation planting, and timing of work. Mr. Collins
is seeking approval from the Zoning Board of Appeals, also. The Commission reviewed draft
Findings and Conditions.
Motion made by Mr. Hecht to close the public hearing. Ms. Stewart seconded. Vote was 5-0-0.

Motion made by. Mr. Hecht to issue the Order of Conditions with the Findings and Conditions as
draft, pending receipt of a DEP file number. Ms. Stewart seconded. Vote was 5-0-0.
Public Hearing, Notice of Intent, 285 Main Street, DEP 270-564, RGB 2009-28
This hear iig;was postponed to December 2, 2009 at the request of the applicant.
Public Hearing, Notice of Intent, Town-wide, RGB 2009-36
The Commission reviewed the general trail work described in the NOI and the specific plans for the
boardwalk project in Bare Meadow Conservation Area. Residents of Batchelder Road and Pearl
Street asked questions about the work in Bare Meadow, and the Commission answered. The
Commission had not yet received NHESP comments or a DEP file number.
Motion made by Mr. Hecht to continue the public hearing to December 2, 2009. Ms. Stewart
seconded. Vote was 5-0-0.
Old/New Business:
31 Sunset Rock Lane, DEP 270-554, RGB 2009-7
Mr. and Mrs. Rodrigues, owners, were present and requested a waiver of the requirement to provide
an as-built site plan. Ms. Fink gave a site visit report. The driveway is completed but the shoulders
need to be finished. `
Motion made by Mr. Hecht to waive the as-built plan requirement. Ms. Stewart seconded. Vote
was 5-0-0.
285 Main Street, DEP 270-540, RGB 2008-34
The Commission reviewed the Phase IV Completion Report and Response Action Outcome
Statement. The LSP will address the recent tank discovery under a new file number with DEP
BWSC.
Reading Memorial High School, DEP 270-416, RGB 2003-51
Mr. Hecht gave a site visit report. Most of the problem areas have been stabilized in the work
carried out this summer. The restoration area at Imagination Station needs temporary stabilization
for the winter. Ms. Fink reported on recent as-built plan revisions and maintenance reports. Mr.
Tucker asked whether the tree sale was going to take place in Imagination Station again this year.
Ms. Fink will find out and work with the band parents to protect the restoration area.
45 Causeway Road and West Street, Reading Municipal Light Department
Ms. Fink reported that soil removal was underway on West Street.
Motion made by Mr. Hecht to ratify the Emergency Certification for hazardous materials removal.
Ms. Stewart seconded. Vote was 5-0-0.
16 Bolton Street, DEP 270-550, RGB 2009-4
The Commission heard the site visit report. The disturbed soils need to be stabilized.
Motion made by Mr. Hecht to authorize the Administrator to sign off on occupancy when
stabilization is in place. Mr. Tucker seconded. Vote was 5-0-0.
Kylie Drive, DEP 270-462, RGB 2005-41

The Commission heard the site visit reports. More work is needed on Lot 5 before sign-off on
occupancy.
Motion made by Mr. Hecht to issue an Extension Permit through August 15, 2010. Ms. Stewart
seconded. Vote was 5-0-0.
Motion made by Mr. Hecht to issue a Partial Certificate of Compliance for Lot 8. Ms. Stewart
seconded. Vote was 5-0-0.
8 Walkers Brook Drive
The Commission heard site visit reports.
Motion made by Mr. Hecht to issue a Certificate of Compliance for DEP 270-404, RGB 2003-30.
Mr. Greene seconded. Vote was 5-0-0.
Motion made by Mr. Hecht to issue a Certificate of Compliance with continuing Conditions for
DEP 270-523, RGB 2008-1. Mr. Tucker seconded. Vote was 5-0-0.
Motion made by Ms. Stewart to issue a Certificate of Compliance with continuing Conditions for
DEP 270-525, RGB 2008-3. Mr. Greene seconded. Vote was 5-0-0.
Motion made by Ms. Stewart to release the bond in the amount of $10,000.00. Mr. Hecht
seconded. Vote was 5-0-0.
10 Torre Street, DEP 270-538, RGB 2008-35
The Commission heard site visit reports. The following actions need to be taken before occupancy:
final pavement, lights, playground drainage plan, hoods in catch basins, sweeping, and
identification of person responsible for maintenance.
Motion made by Mr. Hecht to authorize the Administrator to sign off on occupancy when the list of
actions has been completed. Mr. Greene seconded. Vote was 5-0-0.
Woodland Street, DEP 270-508, RGB 2007-18
The Commission heard site visit reports. They will send letters to residents asking them not to
dump leaves and brush in the wetland.
Motion made by Mr. Hecht to issue a Certificate of Compliance with continuing Conditions. Ms.
Scanlon seconded. Vote was 5-0-0.
Willow Street, DEP 270-456, RGB 2005-31
The Commission heard site visit reports.
Motion made by Mr. Hecht to issue a Certificate of Compliance with continuing Conditions. Mr.
Tucker seconded. Vote was 5-0-0.
Track Road, beaver removal
Motion made by Mr. Hecht to ratify the Emergency Certification for beaver and dam removal. Mr.
Tucker seconded. Vote was 5-0-0.

1381 Main Street, Enforcement Order
The Commission heard site visit reports.
Motion made by Mr. Hecht to close the Enforcement Order. Ms. Stewart seconded. Vote was 4-1-0.
25 Walkers Brook Drive, DEP 270-470, RGB 2005-51
No documents had been received. The matter will be continued to December 2, 2009.
Meeting dates for 2010
The following meeting dates were set for 2010: Jan. 13 and 27, Feb. 10 and 24, Mar. 10 and 24,
April 14 and 28, May 12 and 26, June 9 and 23, July 14 and 28, August 11 and 25, Sept. 8 and 22,
Oct. 13 and 27, Nov. 17, and Dec. 1 and 15.
Town Forest shelter construction
Ms. Fink reported the cutting of trees, removal of a viewing platform, and construction of a shelter
in the Town Forest. The Town Forest Committee, Trail Committee, and Police are responding.
The platform came from the Dividence Meadows Conservation Area.
Minutes
Motion made by Mr. Tucker to accept the Minutes of September 23, 2009, as drafted. Mr. Hecht
seconded. Vote was 5-0- 0.
306 Main Street, DEP 270-492, RGB 2006-41
Motion made by Mr. Hecht to issue an Extension Permit for one year. Mr. Tucker seconded. Vote
was 5-0-0.
Benches in Mattera Conservation Area
Motion made by Mr. Hecht to return the balance of the donations from Understanding Disabilities
to that organization, in the amount of $131.72. Ms. Scanlon seconded. Vote was 5-0-0.
1310 Main Street, DEP 270-522, RGB 2007-39
The Commission heard site visit reports. A letter will be sent to the owner concerning work needed
at this time.
