Old/New Business
25 Walkers Brook Drive, DEP 270-470, RGB 2005-51- As-built plans, Request for Certificate
of Compliance and bond release
Present: Taryn Warren of Dickinson Development
All requested paperwork has been submitted to the Commission, including as-built plans, operation
and maintenance plans, and recorded drainage easement. The revised operation and maintenance
checklist will be used for the next report submitted by Stop & Shop.
All issues have been addressed except for the roof drain pipe that discharges to the flood storage
compensation area. The pipe must be relocated to discharge to the pipe detention system as
originally approved, unless the engineer submits a flood analysis that shows the discharge has no
impact on the FSCA. Ms. Warren will review this with the engineer.
26 Orchard Park Drive, RGB 2009-6 - Status of work
The Commission did a site visit and it is stable. The homeowner will file a notice for any additional
changes.
Motion made by Mr. Hecht to close the file. Ms. Stewart seconded. Vote was 5-0-0.
285 Main Street, DEP 270-540, RGB 2008-34 - Status of work
The Applicants did another site examination and there are two tanks underground. The owner will
have GeoInsight do soil samples and remove the tanks. The Applicants are also conferring with the
Building Inspector as to the foundation structure.
Johnson Woods, DEP 270-416, RGB 2004-10 - Request for Extension, status of work
The developer, Ted Moore, called Ms. Fink in response to the most recent letter from the
Commission. They are designing the roof drains and grading for buildings #22 and #23, and must
submit plans before installing these.
Reading Memorial High School, DEP 270-416, RGB 2003-51-status of work
The silt fence at Imagination Station is sagging and needs to be shored up. The topsoil is up the
side of the silt fence and must be brought back to grade. The restoration area needs to be protected
from plowing this winter. An extension of the RMHS permit will be necessary.
45 Causeway Road and West Street, Reading Municipal Light Department, Emergency
Certification - Status of work
Ms. Fink did a site visit. The contaminated soils have been removed, but plastic sheeting and
fences are still there. The site looks tidy. Ms. Fink will follow up with the clean-up company.

10 Torre Street, DEP 270-538, RGB 2008-35 - Status of work
The Commission did a site visit. The school looks done and the site is clean. The restoration area
looks fine but will need to be inspected in the spring. There will be shared parking between REI and
the day care center.,

24 Nugent Lane, Minor Project - Status of work
Ms. Fink gave a site visit report.
Motion made by Mr. Hecht to close the Determination. Ms. Ohlson seconded. Vote was 6-0-0.
56 Pasture Road, Minor Project - Status of work
Ms. Fink gave a site visit report.
Motion made by Mr. Hecht to close the Determination. Mr. Tucker seconded. Vote was 6-0-0.
Burbank Arena, Symonds Way, RGB 2008-32 - Status of work
The Commission did a site visit and it looks good.
Motion made by Mr. Hecht to close the Determination. Ms. Ohlson seconded. Vote was 6-0-0.
Athletic Fields, Symonds Way, DEP 270-324, RGB 1999-21- Status of work
The Commission did a site visit. The area generally looks good, but the silt fence is still up around
the ballfield. DPW will be asked to remove it. Ms. Fink reviewed the records in the file. There
were some problems during construction, but they appear. to have been addressed. There may be an
area where trees were supposed to be planted. A follow up site visit will be made. There are 8 %2
acres beyond the fields that were to be transferred to the Conservation Commission. Ms. Fink will
research that issue also. She will also check the file for the more recent project by the little league.
Public Hearing, Notice of Intent, Reading Public Works Department, DEP 270-552, RGB
2009- 9, reconstruction of West Street and intersecting streets between Longwood Road and
Border Road
Present: William Murphy and George Zambouras
Mr. Murphy has met with George Zambouras and Ms. Fink and they have resolved all the draft
order of conditions problems. The Commission reviewed the revised draft Order.
Motion made by Mr. Hecht to close the public hearing. Ms. Ohlson seconded. Vote was 6-0-0.
Motion made by Mr. Hecht to issue the Order of Conditions as amended this evening. Ms. Stewart
seconded. Vote was 6-0-0.
Public Hearing, Notice of Intent, Town-wide, RGB 2009-36, Public Trail construction and
improvements
The Acting Chairman opened the hearing. No one was present from the Trail Committee but Ms.
Fink has spoken with some of the members. Ms. Honetschlager submitted some comments to the
Commission that were reviewed. Ms. Fink got a call from DEP, advising that new trail
construction should not be permitted under this general Order of Conditions.

The Commission reviewed the draft order of conditions. Ms. Fink thinks perhaps there should be a
requirement for a partial certificate of compliance for each trail project. Natural Heritage has not
sent comments yet and DEP has not issued a file number.
Mr. Hecht made a motion to continue the hearing to December 16, 2009. Ms. Ohlson seconded.
Vote was 6-0-0.
The Trail Committee has requested that they be allowed to hand carry in materials to the site on
December 16, 2009 and install some support pieces. The Commission wants them to postpone this
activity until after the Order is issued.
107 Main Street, DEP 270-561, RGB 2009-23 - Site plan revision
Attorney Chris Latham presented a revised site plan for drainage from the dumpster.
Mr. Hecht made a motion to accept the plan as a minor revision under the Order of Conditions. Ms.
Ohlson seconded. Vote was 6-0-0.
Public Hearing, Notice of Intent, 285 Main Street, DEP 270-564, RGB 2009-28, restaurant
and parking lot
This hearing was postponed to December 16, 2009, at the request of the applicant.
Maplewood Condominium, Salem Street - Proposed trail easement
The Commission reviewed a draft easement document from the Association's lawyer, Brad Latham.
The draft needs to be revised to clarify what part of the trail is to be maintained by Maplewood
Village and what part is to be maintained by the Conservation Commission. Other concerns include
the width of the easement, a site plan to be recorded with the easement, and conditions concerning
fences, signs, and other matters. The Commission will send comments to Mr. Latham.
The fall maintenance report for Maplewood has been submitted to the Commission.
Minutes for approval
Mr. Hecht made a motion to accept the minutes for June 28, 2006 as submitted. Mr. Greene
seconded. Vote was 6-0-0.
Ms. Stewart made a motion to accept the minutes for October 14, 2009 as submitted. Mr. Greene
seconded. Vote was 6-0-0.
Ms. Ohlson made a motion to accept the minutes for October 28, 2009 as submitted. Mr. Tucker
seconded. Vote was 6-0-0.
Bills
Mr. Hecht made a motion to approve the payment of $744.19 due to Moynihan Lumber for
materials under the Recreational Trails Grant. Ms. Stewart seconded. Vote was 6-0-0.
Mr. Hecht made a motion to approve the payment of $954.00 due to Pin Foundations, Inc., for
foundation materials under the Recreational Trails Grant. Ms. Scanlon seconded. Vote was 6-0-0.

Camp Curtis Guild
Mr. Hecht gave a site visit report. Work is completed and the site is stable. There is one area that
could use additional seeding next spring. The Camp is working on an as-built site plan.
516 West Street
Ms. Fink gave a site visit report. Most of the items on the 9/30/09 punchlist have been addressed.
Another ZNV bound is still needed, along with as-built plan and new owner contact information.
508 West Street
There is a new shed in the buffer zone at this address. Ms. Fink will check with the Building
Inspector regarding a permit.
246 Forest Street
Mr. Hecht reported recent tree-cutting activity. Ms. Fink will check proximity to wetlands.
Strout Avenue Water Treatment Plant Demolition
The Commission reviewed recent site visit reports and follow up emails. The Commission wants
the ZNV bounds installed at this time. Some work may be needed in the spring to revegetate the
temp6rary trails. Ms. Fink will check on the status of the Town Forest master plan process.
134 Fairchild Drive, DEP 270-475, RGB 2006-13 - Site plan revision
The Commission reviewed a proposed plan for a roof drain discharge system. The Commission
wants more detailed information from the engineer. A letter will be sent. The Commission also
received the Grant of Conservation Restriction with final signatures from NHESP and DCS. The
document will be sent to the owner to record with the site plan.
Adjournment
Mr. Hecht made a motion to adjourn the meeting. Ms. Stewart seconded. Vote was 6-0-0.
