Absent: Tina Ohlson Old/New Business 134 Fairchild Drive, DEP 270-475, RGB 2006-13.- Site plan revision Present: Kevin Simard The Commission reviewed site visit reports. Erosion continues east of the house, from roof drains serving part of the house. Mr. Simard proposed a 2' by 2' stone infiltration trench with perforated piping and filter fabric surround. The trench will end above the retaining wall behind the house and the pipe will be underground. Mr. Hecht said it seemed to be an adequate plan for a drainage trench. Mr. Greene said there is a stream that is closer than he thought. Ms. Fink asked whether the bedrock is less than two feet down. Mr. Simard said they did not test the.area but he thinks there is enough soil for the system. - A motion was made by Ms. Stewart to accept the revised site plan as a minor plan revision. Mr. Greene seconded. Vote was 5-0-0. (Ms. Scanlon arrived after this vote.) 39-45 and 55 Walkers Brook Drive, DEP 270-494, RGB 2006-47 - Request for Certificate of Compliance and bond release Ms. Fink said she received the maintenance report and all seemed in order. A motion was made by Ms. Stewart to release the bond in the amount of $20,000. Mr. Tucker seconded. Vote was 6-0-0. A motion was made by Ms. Stewart to issue a Certificate of Compliance. Ms. Scanlon seconded. Vote was 6-0-0. Johnson Woods, DEP 270-416, RGB 2004-10 -Site plan revision, Buildings 22 and 23 Ms. Fink expects a revised plan soon. 285 Main Street, DEP 270-540, RGB 2008-34 - Status of work Ms. Fink had a meeting with staff and the Applicant's consultants. They are putting together a plan for the foundation work and tank removal. The Fire Department has extended the deadline. Athletic Fields, Symonds Way, DEP 270-324, RGB 1999-21- Status of work Ms. Fink said she has not received revised plans for the land transfers yet. Conservation Commission, January 27, 2010 71 Tennyson Road, DEP 270-501, RGB 2007-10 - As-built plan, request for Certificate of Compliance The Commission did a site visit and the drainage seems to be working well. There did not appear to be any erosion. The shrubs had been planted as required. A motion was made by Ms. Stewart to issue a Certificate of Compliance. Mr. Greene seconded. Vote was 6-0-0. Reading Memorial High School, DEP 270-416, RGB 2003-51- Status of work Ms. Fink said Town Counsel, who is reviewing the contract with the contractor, received a document request. Ms. Fink does not yet know what they will be requesting. 45 Causeway Road and West Street, Reading Municipal Light Department - Status of work Ms. Fink reported a meeting with the LSP, Joe Jammallo, and Kevin Sullivan from RMLD. They have done additional borings. The tests along the roadway all came back-negative, but the tests at the stockpile areas and at the substation had a few areas above DEP standards, and RMLD will carry out additional removal and testing there. They put in three monitoring wells. The water level is about 13 feet down,and there were not any PCBs in the groundwater. They are stockpiling soils under cover outside the buffer zone. They are going to file a Notice of Intent for further work they need to do. Track Road,- Emergency Certification for beaver removal Ms. Fink gave a site visit report. The DPW had pulled out the old beaver dam and the tree that had fallen across the stream. There now is a new dam and upstream there are fresh beaver stumps. There will need to be more beaver trapping done. Ms. Fink had prepared an Emergency Certification. A motion was made by Mr. Greene to issue an Emergency Certification. Ms. Stewart seconded. Vote was 6-0-0. Public Hearing, Notice of Intent, Stephen and Tracy Leach, 197 South Street, DEP 270-569, RGB 2009-38, addition to house, grading, and landscaping Present: Tracy Leach Ms. Leach presented a revised site plan which includes additional plantings. The Commission reviewed the revised site plans and discussed the proposed tree removal and replacement. They reviewed the draft Findings and Conditions. A motion was made by Ms. Scanlon to issue the Order of Conditions as revised this evening. Mr. Tucker seconded. Vote was 6-0-0. A motion was made by Ms. Stewart to close the public hearing. Mr. Greene seconded.' Vote was 6- 0-0. Public Meeting, Request for Determination of Applicability, Maplewood Village Condominium Trust, 243-261 Salem Street, RGB 2010-1, paved walkway Present: John Fallon. President of Condominium Association Mr. Fallon said there is an existing gravel path out from the gazebo that they would like to widen to 3 and pave, in order to make the walkway more assessable for wheelchairs. They will not start Conservation Conunission, January 27, 2010 work until April. The Commission reviewed the draft Conditions. They also asked whether the Association had reviewed the draft trail easement, and Mr. Fallon said they would do so soon. A motion was made by Ms. Scanlon to issue a Negative Determination with the Conditions as drafted. Ms. Stewart seconded. Vote was 6-0-0. Public Hearing, Notice of Intent, Max Gabriello, 285 Main Street, DEP 270-564, RGB 2009- 28, restaurant and parking lot This hearing was postponed to the next meeting on February 10, 2010. 281 Main Street, DEP 270-488, RGB 2006-40 and DEP 270-513, RGB 2007-28 The Commission reviewed site visit reports. All that remains to be removed is the hay bales and the silt and snow fences. A motion was made by Ms. Stewart to issue a Certificate of Compliance for the work carried out under Order of Conditions, DEP 270-488. RGB2006-40. Mr. Greene seconded. Vote was 6-0-0. A motion was made by Mt. Greene to issue a Certificate of Compliance for the work carried out under Order of Conditions, DEP 270-513. RGB2007-28. Ms. Scanlon seconded. Vote was 6-0-0. 45 Shackford Road Ms. Fink gave a site visit report for the drainage channel clearing carried out recently by DPW under the town-wide drainage OOC. Ms. Fink said they did a good job. The banks are angled and mulched with straw. She will check in the spring to make sure it has been seeded. Also, there are some old fence boards across the channel above the pipe that should be removed. Salem Street Trees Steve McLaughlin, 195 Salem Street, arrived for the Maplewood hearing, but had missed the hearing. He asked whether Maplewood had planted all of the street trees along Salem Street that they were obligated to plant under the Comprehensive Permit. The Administrator will check the records and check with the Planning and Zoning officials. 107 Main Street The building is wrapped in plastic with a temporary propane heater that has been approved by the Fire Department. Most of the lot has been paved except for the back of the building and this area is churned up. Some excavation for the drain and grease trap has been done, and the dirt is piled on the hay bales and silt fence. Ms. Fink asked Mr. Palmer to put in some filters. Some top parts of trees have been cut off. The radically trimmed one will need to be replaced if it does not survive. Minutes for approval: January 13, 2010 A motion was made by Ms. Stewart to approve the minutes for January 13, 2010, with revisions. Mr. Tucker seconded. Vote was 6-0-0. I-93/1-95 Intersection The Commission reviewed a notice from Mass Highway concerning pending flagging of wetlands in the highway interchange area. 8 Walkers Brook Drive Ms. Fink received the fall drainage system maintenance report. Conservation Commission, January 27, 2010 Conservation Trust Fund Nick Staffier has been doing trail work for a Boy Scout Project, including bridge construction. He sent out a letter requesting donations for materials. The Commission received a check for $125 for this purpose that was deposited in the Conservation Trust Fund. A motion was made by Ms. Stewart to send a check for $125 to Nick Staffier from the Conservation Trust Fund for the cost of materials. Mr. Tucker seconded. Vote was 6-0-0. Mattera Cabin Another donation has been received, and Ms. Fink will work with Friends of Reading Recreation to submit a grant application for additional funds. Sunset Rock Lane Ms. Fink sent a letter and draft Conservation Restriction to the owners of 40 Sunset Rock Lane and will work with them on revisions. She will send letters and drafts to the other 6 lot owners that are subject to restriction under the Order for the subdivision. Earth Day and Friends & Family & Day The Commission will participate in both events. Adjournment A motion was made by Ms. Stewart to adjourn the meeting. Ms. Scanlon seconded. Vote was 6-0-0. 4
