Selectmen's Meeting Room, 7:00 PM Wednesday, February 10, 2010 Z~p~~ 3 3 Present: Bill Hecht, Chairman; Doug Greene; Barbara Stewart; Brian Tucker; Annika Scanlon; Brian Sullivan; Fran Fink, Administrator. Absent: Tina Ohlson Old/New Business: Kylie Drive, DEP 270-462, RGB 2005-41 Mr. Hecht gave a site inspection report. The Commission reviewed as-built plans, engineer's letters, and requests for Partial Certificates of Compliance for Lots 5 and 6. Both lots are incomplete. A letter will be sent to the developer and owners listing the work needed. Johnson Woods, DEP 270-416, RGB 2004-10 Ms. Fink expects a revised plan soon for Buildings 22 and 23. Maplewood Village Condominium Trust, 243-261 Salem Street, Ms. Fink reported that the condominium was meeting with their lawyer tonight to review the draft trail easement document. Engineering may be able to draft a suitable site plan. 22 Lindsay Lane, DEP 270-566, RGB 2009-29 The Commission reviewed a site plan revision for a proposed wooden deck on the back of the house. Ms. Stewart moved to accept the plan as an insignificant change under the Order of Conditions. Mr. Tucker seconded. Vote was 6-0-0. Reading Memorial High School: DEP 270-416, RGB 2003-51; DEP 270-437, RGB 2005-3; and DEN 270-504, RGB# 2007-14 The Commission reviewed as-built plans, engineer's certification, a letter from Superintendent Doherty, and site inspection reports. All of the site work has been completed except for the Riverfront Area restoration work in the former Imagination Station site. v' Ms. Stewart moved to issue a one-year Extension Permit under DEP 270-416, RGB 2003-51 for the remainder of the reconstruction project. Mr. Greene seconded. Vote was 6-0-0. Mr. Tucker moved to issue a Certificate of Compliance under DEP 270-437, RGB 2005-3, for the culvert replacement project. Mr. Sullivan seconded. Vote was 6-0-0. Mr. Tucker moved to issue a Certificate of Compliance under DEP 270-504, RGB 2007-14, for the light pole installation project. Ms. Stewart seconded. Vote was 6-0-0- 306 Main Street, DEP 270-492, RGB 2006-41- At the request of the engineering company, the Commission reissued the Extension Permit, originally issued last November, for recording purposes. 1 Conservation Commission, February 10, 2010 Colonial Drive Extension Subdivision, DEP 270-128, RGB 1984-14 At the request of a lot owner, the Commission reissued the Certificate of Compliance for the subdivision, originally issued in 1987, for recording purposes. Minutes for approval: January 27, 2010 Mr. Greene moved to approve the Minutes for January 27, 2010, with revisions. Mr. Tucker seconded. Vote was 6-0-0. 16 Track Road, DEP 270-567, RGB 2009-35 Ms. Fink gave a site visit report. The old house has been demolished and the foundation is being installed. The site is in good condition. Public Meeting, Request for Determination of Applicability, 20 Briarwood Avenue, RGB 2010-2 Present: Tim Mathieu, owner, and Michael Tryder, contractor Mr. Mathieu presented plans for an addition to his house. Mr. Hecht gave a site inspection report. The Commission reviewed and amended the draft Conditions. Mr. Greene moved to issue a Negative Determination with the Conditions as amended this evening. Ms. Stewart seconded. Vote was 6-0-0. Public Hearing, Notice of Intent, Max Gabriello, 285 Main Street, DEP 270-564, RGB 2009- 28, restaurant and parking lot This hearing was postponed to the next meeting on February 24, 2010, at the request of the applicant. North American Wetlands Conservation Act Grant Program Ms. Fink reported information from a workshop about the NAWCA grant, program, a federal program to preserve and restore wetlands for wildlife habitat. Acquisition of several parcels in Reading would serve the grant purpose. She will look into the details of the grant requirements. Mattera Cabin Grants and donations to date total more than $4000. Mr. Hecht and Ms. Fink are working with the Selectmen, Town Manager, Vocational School staff and students, and others to continue fundraising, design work, and budget preparations. Ms. Fink will work with Friends of Reading Recreation to submit grant applications to two local foundations. 107 Main Street Ms. Fink made an inspection and found that the owner had not followed up to address concerns raised during an inspection two weeks earlier. She will contact the owner for a response. Reading Wetlands Protection Regulations The Commission asked Ms. Fink to contact Town Counsel for advice about a possible amendment to improve protection in Riverfront Areas. Adjournment A motion was made by Ms. Stewart to adjourn the meeting. Mr. Greene seconded. Vote was 6-0-0. 2
