Benjamin Lane, DEP 270-466, RGB 2005-49
Present: Jonathan and Sunita Dunn, owners of Lot 3
The Commission reviewed site visit reports. The contractor put the bounds for the zone of natural
vegetation in the wrong places. The Dunns built a low stone wall along the line marked by the
bounds and planted a lawn above the bounds. They asked to be allowed to maintain the bounds and
lawn as they exist. They offered to plant additional native plants below the bounds, and to continue
weeding out invasive and removing litter from the wetlands.
Motion by Mr. Tucker, seconded by Ms. Stewart, to leave the bounds and lawn in their place,
provided that additional native plants are added to the inner buffer zone. Vote was 5-0-0..
306 Haverhill Street, St. Athanasius Church
Present: Don DeHart, engineer
The Commission reviewed site visit reports and a proposed plan to correct drainage and erosion
problems along the northern edge of the parking lot. Mr. DeHart indicated that the Church would
accept an Enforcement Order to permit the work, rather than filing a Notice of Intent, because the
previous permit for work on the parking lot had expired several years ago. The Commission also
requested that the Church and the hospice next door direct visitors not to walk down the slope and
across the wetlands to pass back and forth.
Motion made by Ms. Ohlson, seconded by Ms. Stewart, to accept the proposed plan and issue an
enforcement order to complete the work by September 1, 2010. Vote was 5-0-0.
22 Roma Lane, Enforcement Order
Ms. Fink did a site visit with the owner, and there were eight trees set out where there should have
been twenty. Ms. Fink reminded him of that and also that there should be some red maples
included. He also put down some topsoil to stabilize the lawn. A follow-up site visit will be made.
10 Torre Street, DEP 270-538, RGB, 2008-35
Ms. Fink reported that Jack Sullivan had inspected the drainage systems and found that a
substitution was made for the specified water quality treatment unit. Detailed specifications have
been requested to determine whether the installed unit is acceptable. Mr. Zeraschi had also called
and indicated that the boulders would be moved later this week. The as-built plan is also needed.
Moment of Silence for Mr. Douglas Greene, Conservation Commissioner
A moment of silence was observed in memory of Doug Greene, a current and long-term member of
the Conservation Commission who died unexpectedly this week. His knowledge and diligence on
behalf of the residents of Reading will be missed.

Public Hearing, Notice of Intent, Max Gabriello, 285 Main Street, DEP 270-564, RGB 2009-28
Present: Max Gabriello, Attorney Kristine Sheehy, David Petkewich, Engineer
The draft Order of Conditions was reviewed and modifications were made at the request of
Attorney Sheehy and the Commission. The Chairman said they want as little damage done as
possible to the wetlands in the foundation area while still building according to the instructions of
the Building Inspector. The additional tank removal will be covered under another Order of
Conditions (DEP 270-540, RGB 2008-34), but the work needs to be coordinated so that the
foundation can be used again.
Motion made by Ms. Stewart, seconded by Mr. Tucker, to issue the Order of Conditions with the
Findings and Conditions as amended this evening. Vote was 5-0-0.
Motion made by Ms. Scanlon, seconded by Ms. Tucker, to close the hearing. Vote was 5-0-0
26 Sunset Rock Lane, Enforcement Order
Present: Bob Beckman, owner
The Commission reviewed a letter from Mr. Beckman, requesting several revisions in the work
required by the Enforcement Order.
Motion made by Ms. Stewart, seconded by Ms. Scanlon, to waive the requirement for the manhole
cover over the drywell; but the remainder of the enforcement order stands. Vote was 5-0-0.
Kylie Drive, DEP 270-462, RGB 2005-41
Present: Carolyn Leighton for Deer Run Developers
Ms. Leydon said some progress has been made with grading and planting at Lot 5. She submitted a
revised grading plan for Lot 4, including a stone retaining wall next to Lot 5.
Motion made by Ms. Stewart, seconded by Ms. Ohlson, to approve the revised plan as a minor plan
change. Vote was 5-0-0.
285 Main Street, DEP 270-540, RGB 2008-34
Ms. Fink said a tank removal permit and a demolition permit need to be applied for and there is
some confusion as to who will apply. Mr. Tucker offered his opinion as to how samples should be
taken, and what the report should contain.
Johnson Woods, DEP 270-416, RGB 2004-10
Ms. Fink gave a site visit report. They had put the final coat on the pavement on the main roads.
They had excavated for Building 28 but had not installed erosion barriers so she instructed the
contractor to put up a barrier. There is additional loaming and seeding needed over the infiltration
bed near Building 28, and dirt must be removed from the roadway. No drainage systems reports
have been submitted. The Longwood Road area had a truck parked back in the sewer pump station
along with a pile of rubble. DPW needs to put some rocks in this area to keep vehicles and
dumping of debris out of this area. A letter will be sent to the developer, and DPW will be
contacted.

22 Small Lane, DEP 270-531, RGB 2008-15
The Commission did a site visit. The owners asked to cut down five dead trees, and the
Commission accept this request as a minor plan change under the Orders. Planting has been done
and there has not been any mowing in the zone of natural vegetation.
88-98 Walkers Brook Drive, DEP 270-489, RGB 2006-39, DEP 270-502, RGB 20074
The Commission received a Response Action Outcome Statement and will review it. The
Commission will also schedule a site visit before the next meeting.
55 Hopkins Street, DEP 270-500, RGB 2007-8
Ms. Fink did a site visit and received an as-built plan. The row of arborvitae that was required by
the CPDC had been planted twice and they are not surviving. However, Ms. Fink said the site is
stable.
Motion made by Ms. Ohlson, seconded by Ms. Stewart, to issue the Certificate of Compliance.
Vote was 5-0-0.
Motion made by Ms. Scanlon, seconded by Ms. Stewart, to release the bond. Vote was 5-0-0.
107 Main Street, DEP 270-561, RGB 2009-23
The Commission did a site visit, and there was an extra eight feet of pavement in the Zone of
Natural Vegetation that needs to be removed, as well as other work that did not conform to the
approved plans. Ms. Fink had made a site visit with Town staff and had reviewed the records and
the Order. Staff is working with Mr. Palmer to help him get occupancy approval. Ms. Fink noted
that the Order requires submittal of information about the person who will carry out the inspection
and maintenance program before occupancy. A letter will be sent to Mr. Palmer.
Motion made by Ms. Stewart, seconded by Ms. Scanlon, to revise the decision made during the
June 2" a meeting and authorize the Conservation Administrator to sign off on occupancy after a
safety barrier has been provided for the gap at the back of the building and after the information is
provided about the inspection and maintenance program. Vote was 5-0-0.
Bare Meadow - Recreational Trails Grant
The Commission did a site visit and the meadow at the viewing platform looks good. The sandy
areas do not appear to be eroded and they are fine the way they are. They also provide turtle
habitat. The remainder of the grant funds will be used for boardwalk materials, three message
boards to be installed to post information and announcements, and other materials for signs.
Town Forest
The Town Planner and others reviewed the draft management plan, and their comments will be
forwarded to the forester, Mr. Benjamin.
Lobs Mill Conservation Area
Ms. Fink did a site visit, and the parking area and path is packed with stone dust. The concrete pad
for the bench is done although the bench has not yet been installed. Ms. Fink would like to arrange
with the contractor and the fish and wildlife representative to do another site visit to review final
work needed, such as planting.

Barrows School
Ms. Scanlon reported that the slopes by the concrete stairs continue to erode. The Commission also
has not received final as-built information on the drainage system. The Commission will send a
letter to the Superintendent of Schools and the DPW to request that the work be done so that a
Certificate of Compliance can be issued.
194 Van Norden Road
They will empty the pond with a pump.
Motion made by Ms. Stewart, seconded by Ms. Ohlson, to approve the pump to alleviate the
problem at 202 Van Norden Road. Vote was 5-0-0.
Meadowbrook Golf Club
The pond level has gone down and there were lots of tadpoles. A night visit will be done to listen to
the calling of grey frogs. There were not any fairy shrimp present.
Construction of Trails in Pinevale Conservation Area, DEP 270-68
Motion made by Mr. Tucker, seconded by Ms. Stewart, to issue a Certificate of Compliance. Vote
was 5-0-0.
334 Ash Street (fence)
Motion made by Ms. Stewart, seconded by Mr. Tucker, to approve a minor project permit. Vote
was 5-0-0.
7 Hillside Road (above-ground pool)
Motion made by Ms. Ohlson, seconded by Ms. Stewart, to approve a minor project permit. Vote
was 5-0-0.
76 Longwood Road (fence)
Motion made by Ms. Stewart, seconded by Mr. Tucker, to approve a minor project permit. Vote
was 5-0-0.
Meadow Brook Golf Club
Ms Fink inspected the vernal pool again with Joe Orzel. They found numerous spring peeper
tadpoles but not enough key species to certify the pool.
Deborah Drive
The Commission reviewed an anonymous letter alleging that a resident was preparing to fill
wetlands. The Administrator will call the owners to find out what is planned and advise them on
permitting procedures.
Environmental Notification Form, Mass. Water Resources Authority
The Commission received an ENF for construction of water mains to create a redundant loop for
MWRA water service. Ms. Fink will review the ENF for the June 30th meeting.
