The CCP structure uses a 5-milestone program:
• Conduct a Baseline of Emissions Inventory for municipal,
business, and residential operations.
• Set an Emissions Reduction Target.
• Develop an Action Plan outlining steps the town plans to reach
its Emissions Reduction Target.
• Implement the initiatives in the Action Plan.
• Monitor Emissions reductions and fine-tune Action Plan

On November 22, 2005, the board of Selectmen will begin the process of
establishing a permanent committee to bring Reading into the CCP
organization and oversee the CCP program.

• Join the committee to be formed. Fill out application at the Town Hall.
• Be on the look out for ways to reduce energy usage and lower
greenhouse and other harmful emissions.

November 8, 2006 Reading Advisory Committee on Cities for Climate Protection Program
Committee Notes for Nov. 8, 2006 (Next Meeting Nov. 15"' at Town Hall)
Pre-meeting 4 PM to Discuss the Suburban Mobility Grant. Present: Ron Daddario, Michele Benson, Stephanie
Anderberg, Gina Snyder, Dan Blodgett. Discussed level of effort needed to pull together the proposal and the
critical need for transportation offset from GHG emissions. Voted to check with Peter H. to see if this is our only
opportunity.
Meeting with Peter Hechenbleikner 4:30 PM, Present: Ron Daddario, Michele Benson, Stephanie Anderberg,
Gina Snyder, Dan Blodgett, Tracy Sopchak, and Peter Hechenbleikner. First, regarding making a presentation to
Town Meeting on Nov. 13'', Peter H. indicated that Town Meeting moderator has had to limit the number of
reports due to last annual meeting taking 1 %2 hours of reports before town meeting ever started. He therefore
recommended presenting to Selectmen (decision was for January date) and working with RCTV to develop a
program to publicize efforts and needs. Second, the Suburban Mobility Grant has been advertised for several
years, and appears to be an annual opportunity. Committee, in consultation with Peter H., determined that data
gathering this year may put us in better position to apply next year.
Committee Meeting 7 PM, present were Stephanie Anderberg, Michele Benson, Ron Daddario, Tracy Sopchak,
Gina Snyder, Dan Blodgett, Joan Boegel, and Ray Porter
The minutes for Oct. 25 were accepted unanimously.
Provided a recap of meeting with Town Manager (as above).
a) Ideas for data collection (students to help? See below); shuttle may benefit if townspeople feel
`ownership', eg, donors may get to `name' seats. Need to think about how to make it cool, fun, and something
people would use. As Peter H. noted, public transit is almost never self-supporting. Perhaps we could get
businesses to support it. We would also have to work with a number of other committees, such as elder affairs
who operate a senior shuttle, Peter Sanborn Place that just got a van donated by the Rotary, etc. Suggested cutting
it into chunks to work on all the various requirements.
b) Ron will contact RCTV regarding a program as follow up to Town Manager meeting.
Over 2000 fliers handed out on voting day (congrats to Miles Sopchak, #1 ambassador!) Got 12
additional names for Dan to enter into pledges on EnergyStar website. Kudos to Ron for giving out his phone#!
Michele and RMLD stuffed the TM/GM letter into 9500 bills that went out Tues and Wed. We will hope
to get our 500 pledges, now at about 70.
The bags for the Tree Lighting are on order. Stephanie will check to see when they might arrive. Hope to
stuff info into them, Nov. 15th.
Festival of Trees decorating/set up is afternoon of December 1'. from 3 to 5 PM at Parker Middle School,
45 Temple Street. Stephanie has a small tree and will be there about 3:15 and anyone who would like to help
decorate is invited to meet there (please bring a camera).
Joan met with John Doherty 11/3 & discussed curriculum opportunities. He added the change a light letter
from the Town Manager to the Edline website and some students also took home as an announcement. He
understands climate change issue and is interested, but there is not much in the MA guidelines to include it
specifically in the curriculum. Next year AP bio and AP environmental sciences will be added at the HS, so there
may be upcoming opportunities. Recycling may be better addressed through another committee. The third grade
has an electricity unit, perhaps we could fund a solar kit that could make the rounds of the elementary schools
when they are doing the electricity unit.
The Envirothon is under Science Teacher Christopher Capone at Austin Prep. The Reading HS is not
participating. The Students have to do some community activity and would like to work with our committee. Joan
will forward the details via email, and will let the students know that we'd like their help with the mobility grant
data gathering. Students might be a great way to survey commuters. The committee voted unanimously to assist
the Envirothon Team.
The town building committee met last week, Mary Delai seems to be very energetic and set up many
subcommittees. Work will have to begin with the lowest cost, highest return activities, behavior primary among
them, occupancy sensors, retrofits, then changes. Dan will be helping to enter building data into EnergyStar
Portfolio manager. Goal is to have it entered by mid-December (next meeting), they have 5 years of data.
Milestone 1 preliminary results were graphed by Michele. Discussion of a hand out for Town Meeting, try
to get it on one piece of paper, black and white. Pie charts were suggested, Michele will continue to work with the
data and graphical presentation, and will send out for comment.
Committee voted not to have Esco come to a meeting, schools already opted not to use similar program.
Our next meeting is Nov. 15th. -
