HomeMy WebLinkAbout1993-10-04 Board of Cemetery Trustees Minutes Town of Reading Board of Cemetery Trustees Meeting Monday - October 4, 1993 Pursuant to a meeting legally posted, the meeting of October 4 , 1993 convened at 7: 30 P.M. in the Conference Room, Town Hall. Present: John Silvaggi, Chairman Joyce K. Miller, Vice-Chairman Daniel F. Driscoll, Secretary Carl H. Amon, Jr. Edward F. Fuller James J. Sullivan, Jr. Town Manager Peter I. Hechenbleikner and Director Robert Keating of the Cemetery Division were also present. 1. Secretary's Report On a motion by Mr. Amon, seconded by Mrs. Miller it was unani- mously voted to accept the Secretary's minutes of the September 14, 1993 Trustee meeting. 2 . Discussion with Town Manager Mr. Hechenbleikner attended the meeting to discuss three subjects of concern to the Trustees as outlined in a letter to him from Chairman Silvaggi: a) Mr. Hechenbleikner will contact the broker for William J. Staniewicz of 29 Franklin St. to swap his two acres of land ad- jacent to the Cemetery for other Town owned property. b) Concerning the transfer of Batchelder Field land to the Cemetery Board of Trustees, Mr. Hechenbleikner advised that the Town Counsel reported that the action by the Town Meeting ac- tually effected the transfer. Note: A copy of Mr. Hechenbleikner's memorandum to the Board of Trustees concerning this matter is attached. c) Mr. Hechenbleikner acknowledged the dissatisfaction expressed by the Trustees with the compensation of our Director Robert Keating. In recognition of his outstanding accomplishments on behalf of the Town the Trustees feel that substantial adjustment in his compensation is in order. Mr. Hechenbleikner outlined a study in progress including surveys in 'several towns for compari- sion of titles, responsibilities and salaries of middle manage- ment town employees. He expects the study will be completed next week and decisions will be made at that time. 3 . Franklin Street Agenda for Development Director Keating furnished the Trustees with an outline of Phase One - which could be completed with Town personnel. I. Survey - Engineering Division. II. Wetlands Limits - CPDC Division. a) Conservation Commission Hearing. III. Topographical Plan - Engineering Division. Mr. Hechenbleikner advised that he would meet with Director Keat- ing and the Department heads concerned to get these projects un- derway. He said #I & #III could be done during the winter and #II should be started by December 1st. 4 . Charles Lawn Development Update The new section was seeded only to be washed out in the heavy rain last week. It will be reseeded. 5. Bequest Fund Report The interest income (Cemetery Trust Funds) for August 1992 to July 1993 was $124 , 457 - a drop of approximately $12 , 000 from the preceding year. 6. Receipts Director Keating furnished the Trustees with copies of the receipts from Sale of Lots and Miscellaneous charges, July through October 1, 1993. He reported 125 burials this year. 7 . Transfer of Funds Director Keating requested the sum of $2 , 000 for Cemetery lots buy-back. On a motion by Mrs. Miller, seconded by Mr. Silvaggi it was unanimously voted to have an article in the next Town War- rant for the transfer of $2 , 000 of Cemetery Funds for buy-back of lots. 8 . Next Meeting The next scheduled meeting will be November 9, 1993 . Meeting adjourned at 9: 00 P.M. Respectfully submitted, Daniel F. Hechenbleikner DATE: September 17, 1993 RE: Transfer- of Batchelder Field Lanai to the Cemetery Board of Trustees Town Counsel advises that Town Meeting's action transferring Batchelder Field site to the Cemetery Board of Trustees is all the action that is required in order to effectuate this transfer. There is no deed required or any other action required by the Town in order to effectuate this transfer. Therefore, the Board can go ahead and develop its plans for how to lay out and implement the cemetery development on this site. PIH/ps •
