Board of Cemetery Trustees
Tuesday, July 12, 1994
Pursuant to a meeting legally posted, the meeting of July 12,
1994 convened at 7:30 P.M. in the Berger Conference Room, Reading
Town Hall.
Present: John Silvaggi, Chairman
Daniel F. Driscoll, Secretary
James J. Sullivan
Mary Vincent
Robert Keating Supervisor of the Reading Cemeteries was also
present.
1. Secretary's Report
On a motion by Mr. Sullivan, seconded by Mr. Silvaggi, it was
unanimously voted to accept the Secretary's minutes of the June
7, 1994 Trustees meeting.
2. Franklin Street Project Update
Mr. Keating furnished the Trustees with copies of his Development
Projections including projected costs, contract services and Sale
of Lots projections. He outlined the first four phases of En-
gineering Services:
1.) Field survey and mapping.
2.) Preliminary design - obtaining permits from the Conservation
Commission and Board of Health.
3.) Preliminary Costs.
4.) Final design and costs after imput from the Conservation
Commission.
Mr. Keating felt that after the Engineering Services were com-
pleted, a presentation could be made at the Fall or Spring Town
Meeting. A request would be made for a Capitol outlay or a bond
issue in the amount of $315,000 to complete the entire four acres
of the Cemetery including $35,000 for a wall along Franklin
Street.
Mr. Keating gave a five year projection on the Sale of Lots. By
selling 200 graves a year, the revenue in five years would
eliminate the debt.
On a motion by Mr. Sullivan, seconded by Ms. Vincent, it was
unanimously voted to allocate $10,000 of the Capitol Outlay for
Phases 1, 2 and 3 as outlined above.
3. Receipts
Supervisor Keating furnished the Trustees with copies of the
receipts for Sale of Lots and Miscellaneous charges for FY93 and
FY94. They reflected an increase in revenue for Miscellaneous
charges of $30,524. This was due to an increase in fees.
4. New Business
Mr. Keating advised that the supply of "Regulations of
Cemeteries" booklets is low. It was agreed that the eight minor
clarifications previously approved by the Trustees be presented
in a warrant to the Town Meeting for adoption and inclusion in
the next printing of the Regulations booklet.
7. Next Meeting
The next scheduled meeting will be Wednesday, September 14, 1994.
