BYLAW COMMITTEE MINUTES #217
Wednesday, March 10, 1994
7:45 p.m. Meeting called to order at the Municipal Light
Department.
Members present: Jack Russell, Phil Pacino, George Theophanis
and Dolores Carroll.
Town Manager Peter Hechenbleikner joined the Committee to review
the following articles in preparation of the Annual Town Meeting.
Article 14 offers an early retirement incentive to teachers and
administrators permitting them to add five years to their age,
service or a combination of both. This program is not offered on
a regular' basi's` and must be approved by Town Meeing for
implementation this year. Savings for the School Department will
be $12,000 initially, with costs of the program divided with the
state.
Bruce MacDonald, a r of~~ Mme., making a brief
appearance,` agreed that this was a positive step in that new
blood would be brought into the system, with the downside being
the loss of some good teachers.
On motion of George Theophanis, seconded by Jack Russell, the
Committee voted to recommend Article 14 by a vote of
4-0.
Under Article 15 employees and retirees eligible for Medicare
Part B will be required to apply for coverage as part of the
Town's new health insurance. Future savings to the Town will be
considerable, while coverage remains the same.
On motion of Jack Russell, seconded by Dolores Carroll, the
Committee voted to recommend Article 15 by a vote of 4-0.1,
Article 21 amends the PRD bylaw to allow transfer of open space
to the Town for park, cemetery or conservation use. Althought
beneficial to this area which abuts a cemetery cite, George and
Jack agreed the motion should be very specific to this area,
fearing future transfers bypassing Town Meetings' vote.
Article 22 applys the PRD to the location mentioned in Article
21.
