Wednesday, March 16, 1994
7:30 p.m. Meeting called to order in the Town Hall Employees'
Lounge.
Members present: Jack Russell, Phil Pacino, George Theophanis,
4_ Jack Rus=e-1 and Dolores Carroll.
Guests present: Nancy Shipes of CPDC and Ron Wood, Petitioner of
Article 23.
Nancy explained that the recommendation of Articles 17 & 18
proposing a Planned Residential Development-General (PRD-G)
Overlay District, would offer flexibility, open space and
sensitive treatment to existing wet lands and eliminate the
possibility of a subdivision.
Articles 17 and 18: On motion of Jack Russell, seconded by
George Theophanis, the Committee voted to recommend these
articles by a vote of 5-0.
Article 19: On motion of Jack Russell, seconded by Ed Murphy,
the Committee voted to recommend Article 19, deleting Section
6.3.4 of the Zoning Bylaws, by a vote of 5-0.
Articles 21 and 22, submitted by the Selectmen, were unanimously
opposed by CPDC as having too many variables. George submitted
additional language to Article 21, which will be reviewed by Ted
Cohen.
Article 21: On motion of George Theophanis, seconded'`` by Ed
Murphy, the Committee voted NOT to recommend Article 21 by a vote
of 5-0.
Article 22: In, view of ,the fact that Article 21 was note
recommended, Article 22 Baas placed on the table.
Mr. Wood, petitioner of Article 23, expressed his concerns with
the Police Chief's current hiring policy and feels that removal
of the position from civil service will be beneficial to both the
Selectmen and the community.
Article 23: Action pending.
Article 24: Action Pending.
Minutes #217 were read and approved, as corrected, by a vote of
4-0-1.
