HomeMy WebLinkAbout1994-03-30 Bylaw Committee MinutesBYLAW COMMITTEE MINUTES #219 Wednesday, March 30,E 1994 7:30 p.m. Meeting called to order in the Berger Room in Town Hall. Members present: Jack Russell, Phil Pacino, George Theophanis, Ed Murphy and Dolores Carroll. Guests present: Police Chief Edward Marchand, Town Clerk Cathy Quimby, Ron Wood, proponent of Article 23 and Ellie Dubay, a member of the 350th Parade Committee. Minutes of Meeting #218 were read and approved, as corrected, by a vote of 5-0. Cathy reviewed the reasons behind Article 24, with bottom line being that the intent was to put teeth into vendors' licenses, making enforcement of the bylaw easier. Following discussion, she agreed to present the motion, as amended. Article 24: On motion of Dolores Carroll, seconded by Ed Murphy, the Committee voted to recommend Article 24, with the proposed changes, by a vote of 5-0. Ron Wood proposed that the Police Chief's position be removed from Civil Service, which, if Town Meeting approves, will be decided by the voters at the March, 1995 Town Election. The Chief opposes Article 23, feeling that the present process keeps the position from becoming political and allows the best candidate to be chosen from the in-house list, the state list or both. Article 23: On motion of Jack Russell, seconded by George Theophanis, the Committee voted NOT to recommend Article 23 by a vote of 5-0. 9:28 p.m. Meeting adjourned. Respectfully submitted, Dolores S.
