September 14, 1994
7:35 p.m. Meeting called to order in the Town Hall Employees' Lounge.
Members present: Phil Pacino, Jack Russell, George Theophanis, Ed Murphy and Dolores Carroll.
Following the reading of Minutes #220, on motion of Jack Russell, seconded by Ed Murphy, the minutes
were accepted, as written, by a vote of 4-0-1.
The Committee reviewed the warrant for the September 22nd Special Town Meeting, followed by Town
Manager Peter Hechenbleikner's memo regarding the November Subsequent Town Meeting.
One of the proposed articles would amend Section 2.1.6 of the General Bylaws to comply with state law
which allows posting one warrant per precinct instead of the current three. Since suitable locations appear
to be the issue, this should solve the problem.
As for amending Section 5.11.1, E6eW sug rested that it not be limited to the rules and regulations of the
Board of Health, but include the Board of Cemetery Trustees, Library Trustees and any applicable board,
etc.
leorge then aired his concerns relative to the quick disposition by Town Meeting of Town owned land.
He believes that independent advice is critical and that an advisory committee should be considered to
investigate both sides of the issue before making their recommendation to Town Meeting. Not only would
this committee ensure that previous mistakes would not occur, it would keep proponents honest and avoid
abandonment of easements, which benefit property owners. Jack suggested that examples of these errors be
shown at Town Meeting. Ben Nichols is being considered to present the motion in support of the Town
Owned Land Advisory Committee to Town Meeting.
Future meetings are scheduled as follows:
October 5th
October 19th (review articles for Subsequent Town Meeting
October 26th (potential date)
