October 19, 1994
7:35 p.m. Meeting called to order in the Berger Room in Town Hall.
Members present: Jack Russell, Ed Murphy and Dolores Carroll.
Minutes #222 were reviewed and on motion of Ed Murphy, seconded by Jack Russell, were accepted,
as corrected, by a vote of 3-0.
Guests present: Jonathan Edwards and Nancy Shipes`representing CPDC and Town Clerk Cathy
Quimby.
Cathy informed the Committee that a Special Town Meeting has been called to amend the FY 1995
budget and will follow the reading of reports at the Subsequent Town Meeting.
She then reviewed the following articles from the November warrant:
Article 7: As a result of redistricting there have been problems in Precinct 1 with locating three public
places for,-posting warrants. Members agreed that amending Section 2.1.6 of the General Bylaws to
comply with state statute of one warrant per precinct would rectify the situation.
Article 8: Amends Section 2.2.4.3 to conform with Article 7 for the purpose of reconsiderations.
On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend Article 7
by a vote of 3-0.

by a vote of 3-0.
Article 9: Eliminates the "Board of Health" in Section 5.11.1 and broadens the authority for the
issuance of fines to "any Town officer, board or department".
Article 10: This amendment to Section 5.11.5 would include the Animal Control Officer as an
enforcing person, enabling her to take part in court proceedings. The Committee decided to postpone
their vote since she is a part-time person and not a Town officer.
Article 11: Amends Section 5.11.3 to allow the payment of fines (not to exceed $300), formerly paid
to the courts, to be paid directly to the Town Clerk.
Article 28: Petitions the General Court to permit School Department employees to simultaneously serve
as members of the Board of Library Trustees.
Representing CPDC to review the following zoning articles were Nancy Shipes and Jonathan Edwards:
Article 13: Amends Section 5.3.2.1 to permit a portion of a lot within a delineated wetlands area to be
credited to the lot size if it meets certain criteria.
Article 14: Amends Section 4.10.2.1 to correspond with Article 13, except that it applies to a PRD,
which determines density.
Article 15: Defines a Wetlands Resource Area.
Article 16: Prohibits common driveways, except by special permit, and Article 17 defines it
Article 18: Increases required lot sizes and frontage for single family residences, by replacing 5-10
with 5-15 zoning districts.
Article 19: Amends the zoning map by to comply with Article 19.
Article 20: Amends Section 5.2.1 by increasing the lot width circle diameter to 80 feet.
Article 21: Amends Section 5.2.1 so that lot size x 22 is greater than the perimeter square.
Article 22: Amending Section 7.3.2 to appoint the Building Inspector as Zoning Administrator would
enable the Board of Appeals to delegate any authority to that person.
Article 23: Amends Section 4.8.3.1.6 to permits 20% of a lot impervious as of January 1, 1995.
Article 24: Enables the Sign Review Board to approve clearances for canopies and awnings.
Article 25: Amends Section 4.7.2.1.h and 4.9.4.5.g to include `"very low income" enabling our
housing criteria to conform with state and federal government.
Article 26: Redefines "Home Occupation" to enable citizens to work at home without placing a burden
on the neighborhood.
Article 27: Defines and clarifies a "dwelling unit" to permit enforcement of illegal apartments.
Next meeting will be held on October 26, 1994.
