7:45 p.m. Meeting called to order in the Employees' Lounge.
Members present: Jack Russell, Phil Pacino, George Theophanis, Ed Murphy and Dolores Carroll.
Minutes #223 were reviewed and on motion of Ed Murphy, seconded by Jack Russell, were
accepted by a vote of 3-0-2.
Guest present: Joyce Miller, representing the Board of Cemetery Trustees.
Joyce advised the Committee that Article 5 was precipitated by the need to update and clarify
existing policies in the Cemetery Rules and Regulations. Recommendations were made to delete the
words "or more" in line 2 of #3 and insert "current price of the" between the words "the" and "lot"
in line 2 of #5.
On motion of Jack Russell, seconded by George Theophanis, Article 5 was recommended by a vote
of 5-0.
Article 6: On motion of Ed Murphy, seconded by Dolores Carroll, Article 6 was recommended by
a vote of 5-0.
Article 7: On motion of George Theophanis, seconded by Phil Pacino, it was voted to reconsider
Article 7 by a vote of 5-0.
On motion of Jack Russell, seconded by Dolores Carroll, it was voted to recommend Article 7 by a
vote of 5-0.
Article 8: On motion of George Theophanis, seconded by Phil Pacino, it was voted to reconsider
Article 8 by a vote of 5-0.
On motion of Jack Russell, seconded by Dolores Carroll, it was voted to recommend Article 8 by a
vote of 5-0.
Article 9: A recommendation was made to delete "or she" in Section 5.11.1 to conform with the
General Bylaws. The Committee then voted to recommend Article 9, as amended, by a vote of 5-0.
Article 10: The Committee agrees that the Animal Control Officer should be included as an
enforcing person and recommends that the definition of "enforcing person" be included in the
motion. On motion of Jack Russell, seconded by George Theophanis, recommends this article by a
vote of 5-0.
Article 16: On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to
recommend this article by a vote of 4-1.
Article 17: On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to
recommend this article by a vote of 4-1.

Article 18: On motion of Jack Russell, seconded by Ed Murphy, the Committee recommended this
article by a vote of 5-0.
Article 11: On motion of Dolores Carroll, seconded by Jack Russell, the Committee voted to
recommend this article by a vote of 5-0.
Articles 13, 14, 15 aadd& Action pending.
Articles 19, 20 and 21: On motion of Jack Russell, seconded by Ed Murphy, the Committee voted
to recommend these articles by a vote of 5-0.
Article 22: On.motion of Jack Russell, seconded by George Theophanis, the Committee voted not
to recommend Article 22 by a vote of 5-0, as the Board of Appeals requested postponement due to
input received at a recent public hearing.
Article 23: On motion of Jack Russell, seconded by George Theophanis, the Committee voted to
recommend this article by a vote of 5-0.
Article 24: On motion of Jack Russell, seconded by George Theophanis, the Committee voted to
recommend this article by a vote of 3-2.
Article 25: George suggested adding the words "any combination of" after "to" in line 3 of "a" and
in "b" and "c", delete the "comma" following "moderate-income" and the word "or". On motion of
Jack Russell, seconded by George Theophanis, the Committee voted to recommend this article by a
vote of 4-1.
Article 26: Action pending.
Article 27: On motion of Jack Russell, seconded by George Theophanis, the Committee voted to
recommend this article by a vote of 5-0 with the following amendments: add a comma after the
words "containing" and "manner".
Article 28: On motion of Dolores Carroll, seconded by Ed Murphy, the Committee voted to /101
recommend this article by a vote of 5-0.
