7:40 p.m. Meeting called to order in the Conference Room of the Municipal Light Department.
Members present: Phil Pacino, George Theophanis, Ed Murphy and Dolores Carroll.
Guests present: Town Manager Peter Hechenbleikner and Library Director Deirdre Hanley.
Both Peter and Deirdre spoke in favor of Article 28 which would allow a petition to be filed with
the General Court to permit full and part-time school employees to simultaneously serve as members
of the Board of Library Trustees. Presently the State Ethics Commission considers it a conflict of
interest unless the employee is designated a special municipal employee.
Article 28: On motion of Ed Murphy, seconded by George Theophanis, it was voted 4-0 to bring
Article 28 from the table.
On motion of Ed Murphy, seconded by George Theophanis, it was voted to recommend Article 28
by a vote of 3-1.
Peter advised the Committee that CPDC was tabling Articles 16, 17, 18, 19, 22 and 25 and that a
motion would be offered to delete S-10 and
S-15 districts from Article 20.
Minutes #224 were reviewed and on motion of George Theophansis, seconded by Ed Murphy, the
Committee voted to accept the minutes, as corrected by a vote of 4-0.
The following summarizes the Committee's votes:
Articles 5 11 Recommend 5-0
Articles 13 - 15 Recommend 3-0
Article 16: On motion of Ed Murphy, seconded by George Theophanis, it was voted 4-0 to take
Article 16 from the table.
On motion of Ed Murphy, seconded by George Theophanis, the Committee voted NOT to
recommend Article 16 by a vote of 3-1. Let it be noted that CPDC has voted to table this article
which pertains to common driveways.
Article 17: On motion of Ed Murphy, seconded by Dolores Carroll, it was voted to reconsider
Article 17.
On motion of Ed Murphy, seconded by Dolores Carroll, the Committee voted NOT to recommend
Article 17 by a vote of 3-1.
Article 18: On motion of George Theophanis, seconded by Ed Murphy, it was voted 4-0 to take
Article 18 from the table.
On motion of George Theophanis, seconded by Ed Murphy, the Committee voted NOT to
recommend Article 18 by a vote of 3-1.
Article 19: On motion of George Theophanis, seconded by Ed Murphy, it was voted 3-1 to
reconsider Article 19.
On motion of George Theophanis, seconded by Ed Murphy, the Committee voted NOT to
recommend Article 19 by a vote of 3-1.
Article 20: On motion of George Theophanis, seconded by Ed Murphy, it was voted 4-0 to
reconsider Article 20.
On motion of George Theophanis, seconded by Ed Murphy, the Committee voted to recommend
Article 20 by a vote of 4-0 with the provision that all reference to 5-10 and 5-15 districts be
removed.
Article 21: Recommend 5-0.
Article 22: NOT to recommend 5-0.
Article 23: Recommend 5-0.
Article 24: Recommend 3-0.
Article 25: Recommend 4-1. CPDC has decided to table table Article 25 due to its effect on
ongoing projects.
Article 26: Recommend 3-0.
Article 27: Recommend 5-0.
Article 28: Recommend 3-1.
9:15 p.m. Meeting adjourned. Next meeting will be held on January 18, 1995.
