October 6. 1995
7:35 p.m. Meeting called to order in the Berger Room in Town Hall.
Members present: George Theophanis, Ed Murphy, Phil Pacino, Jack Russell and Dolores
Carroll.
Guests present: Hist==n on members Virginia Adams, David O'Sullivan and
Gladys Jones, along Wkf r n, Redmond Sheets, Ray Sylvester and Jim
Chamberlain.
Minutes #231 were reviewed and accepted by a vote of 5-0.
The Historical Commission members appeared before the Bylaw Committee to review the
Demolition Review Bylaw (Article 13).
Article 13 would ensure that historical and potentially significant structures are preserved and
protected from demolition by developers and homeowners. This would be accomplished by
the Historical Commission providing a list of these structures to the Building Inspector to
alert him to these properties when an application for a demolition permit is received.
Currently there is no review process by the Historical Commission. The Building Inspector
is free to issue demolition permits with safety being the only criteria determining demolition.
The Committee also reviewed the proposed bylaw and made several suggestions to help
clarify and simplify the language.
The above -t ~joined~the Committee to voice their opposition to Article 17
which amends Section 2.2.7 of the Zoning Bylaws to include commercial and private
communication structures. They feel that passage of this amendment would create an
unreasonable hardship to amateur radio operators who presently cause no interference to
neighbors' TV, radio or telephone reception.
Town Counsel Ted Cohen will be contacted to see if this amendment is contrary to any FCC
regulation.
Next meeting to be held on October 18th with Town Planner Jonathan Edwards present to
review other Zoning Bylaw amendments. Potential meeting on October 25, 1995.
