Members present: George Theophanis, Jack Russell, Phil Pacino, Ed Murphy and Dolores Carroll. Guests present: Town Counsel Ted Cohen and Town Planner Jonathan Edwards. Ted addressed the issues which prompted the creation of the proposed amendments to the Zoning Bylaws, designed to regulate adult entertainment establishments within the community. Although the Supreme Court ruled that communities cannot prohibit these establishments, they can place restrictions on their location and conditions of use to reduce negative impact on the community. Jack Russell moved to recommend Article 6 with the following amendments: In Section 4.3.4.2.2., first paragraph, replace the word "herein" with the words "in this section". Under "c" of the same section, replace the word "or" with a "period" and delete "d" entirely. On motion of Jack Russell, seconded by Ed Murphy, the Committee voted to recommend the proposed zoning changes under Articles 6, 7, 8, 9, and 10 by a vote of 5-0. On motion of Jack Russell, seconded by Dolores Carroll, minutes #237 were accepted by a vote of 3-0-2. For the upcoming year, Phil Pacino will remain Chairman and Dolores S. Carroll, Clerk of the Bylaw Committee. 9:10 p.m. On motion of Dolores S. Carroll, seconded by Jack Russell, the meeting was adjourned. Respectfully submitted, Dolores S. Carroll Clerk
