7:35 p.m. Meeting called to order in the Employees' Lounge in Town Hall.
Members present: George Theophanis, Jack Russell, Phil Pacino, Ed Murphy and Dolores
Carroll.
Guests Town Planner Jonathan Edwards and CPDC member Richard Howard joined the
Committee to review proposed Zoning Bylaw changes for the November warrant.
Article 18 will amend the Communication Facilities & Communication Structure Zoning
Bylaw by restricting the impact of telecommunication structures on abutters and the public.
Under Section 4.3.5., "f" has been amended as follows:
"the applicant shall certify in writing to the Board of Appeals that should any
valid complaint as to electronic or electromagnetic interference be received, the
applicant shall forthwith exercise its responsibility to remedy such interference; "
Additional revisions to punctuation were made by the Committee and approved by.,Teaffr-
Jonathan and Richard.
Article 19 amends the Low and Moderate Housing Bylaw to conform with State and Federal
standards while defining the role of the Housing Authority in providing affordable housing.
Paragraph 4.9.4.5.8. was amended to read as follows:
"Provision in perpetuity and in a manner acceptable to the Reading Housing Authority
of housing units on-site or off-site which units are affordable to very low income and
moderate income families and/or elderly households as determined by the most recent
calculating of the U.S. Department of Housing and Urban Development for the
Boston Metropolitan Area. Housing Units on site shall be provided in conformity
with this PUD Bylaw. "
Article 20 replaces the definition of "Home Occupation" with one which permits the
employment of one non-resident of the property, regulates business growth and protect
abutters.
The definition was modified by adding the word "and" after the word "dwelling" in the fifth
line, placing a period after the word "business" and deleting the remainder of the sentence.
Article 21 places a Planned Residential Development Overlay on Howard Street which
permits more open space than a standard subdivision. CPDC voted 3-1 in favor of this
article.
Article 22: No action taken as this article will be tabled.
Article 20: On motion of George Theophanis, seconded by Jack Russell, the Committee
voted to recommend this article, as corrected, by a vote of 5-0.
Article 21: On motion of Jack Russell, seconded by Ed Murphy, the Committee voted to
recommend this article by a vote of 5-0.
Minutes #238 were read and accepted by a vote of 5-0.
