HomeMy WebLinkAbout1996-10-23 Bylaw Committee MinutesBYLAW COMMITTEE MINUTES #240 - October 23, 1996 7:35 p.m. Meeting called to order in the Employees' Lounge in Town Hall. Members present: George Theophanis, Phil Pacino, Ed Murphy and Dolores Carroll. Guests present: Town Treasurer Elizabeth Klepeis and Cheryl Blaine, legal representative from the office of Town Counsel Ted Cohen. Article 5: Ms. Klepeis reviewed Article 5 which authorizes active employees with veteran's status to buy back service time by paying into the retirement system. Article 5: On motion of George Theophanis, seconded by Dolores Carroll, the Committee voted to recommend this article by a vote of 4-0. Article 8: Ms. Blaine explained that Section 4.4.3 of the General Bylaws was amended to restrict any employee who serves on a board, committee or commission from representing anyone who comes before a board, committee or commission. George recommended inserting "of the General Laws" after Chapter 268A in Section 4.4.3. Article 8: On motion of George Theophanis, seconded by Ed Murphy, the Committee voted to recommend this article by a vote of 4-0. Article 15: The Committee agreed to postpone their vote until they meet with Town Manager Peter Hechenbleikner to review the contents of this article. Article 19: On motion of Ed Murphy, seconded by George Theophanis, the Committee voted to recommend this article by a vote of 4-0. Article 18: Changes recommended by the Bylaw Committee were adopted by the CPDC with one exception; the word "valid" was deleted in Section 4.3.5.f. Article 18: On motion of George Theophanis, seconded by Ed Murphy, the Committee voted to recommend this article by a vote of 4-0.
