HomeMy WebLinkAbout1997-03-26 Bylaw Committee MinutesBYLAW COMMITTEE MINUTES #243 March 26, 1997 7:45 p.m. Meeting called to order in the Berger Room in Town Hall. Members present: Jack Russell, Ed Murphy, Chairman Pro Tem and Dolores Carroll. Guest present: Representing Town Counsel Ted Cohen was Attorney Cheryl Blaine, to review Articles 29, 30 and 31. Article 29: Renumbers Section 5.13 of the General Bylaws to correctly read Section 5.14. This error occurred under Article 15 of the 1996 Subsequent Town Meeting. On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend Article 29 by a vote of 3-0. Article 30: Establishes designated parking spaces for disabled veterans and handicapped persons for public and private property. This bylaw tracks G. L. c. 40, § 21 and is enforced by the Police Department. On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend Article 30 by a vote of 3-0. Article 31: On motion of Jack Russell, seconded by Dolores Carroll, the Committee moved not to recommend Article 31 by a vote of 3-0. We feel that a special act is the wrong way to go to allow "brown bagging" in restaurants of less than 100 seats and that it should be placed on the Spring 1998 State Ballot for the voters of the Town to decide. Article 36: Jack feels that approval of this Article would add another layer of protection to the Adult Entertainment Bylaw and we totally agreed. On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend Article 36 by a vote of 3-0. Article 32: On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend the subject matter of Article 32 by a vote of 3-0. Article 33: On motion of Jack Russell, seconded by Dolores Carroll, the Committee voted to recommend the subject matter of Article 33 by a vote of 3-0. Article 34: The Committee agreed not to recommend this article at this time as we feel the studies about to begin on downtown revitalization could well dictate a better solution to the problem. On motion of Jack Russell, seconded by Dolores Carroll,, the Committee voted not to recommend Article 34 by a vote of 3-0. Article 35: Action pending.
