Members present: George Theophanis, Phil Pacino, Ed Murphy and Dolores Carroll. Guests present: Town Planner Jonathan Edwards and CPDC member Susan DiMateo were in attendance to review Articles 32, 33, 34 and 35. Minutes #241 were read and accepted, as amended, by a vote of 4-0. Jonathan explained that since various aspects of the Sign Bylaw were not working, an ad-hoc Sign Revision Committee was formed to clarify the bylaws and expedite enforcement. Articles 32, 33 and 34 reflect their consensus. Article 32 permits rnl s to be flown, with restrictions, in all business districts, excluding the downtown area due to higher density and the revitalization process. Article 33 reduces total sign area, restricts location, materials and size of lettering. Article 34 places accountability on multi-tenant commercial property owners to allocate signage wall space and submit the plan for approval to either the Sign Review Board or Building Inspector. This would enable visibility for tenants with businesses above the first floor or in the rear of the building. Article 35 was proposed to address the concerns of residents to sites being considered for PRD development. This article places responsibility on developers to submit to CPDC a subdivision plan and PRD plan for the proposed sites.
