HomeMy WebLinkAbout1997-10-09 Bylaw Committee MinutesBYLAW COMMITTEE MINUTES #244 October 9, 1997 7:45 p.m. Meeting called to order in the Employees' Lounge, Town Hall. Members present: Phil Pacino, Ed Murphy, George Theophanis and Dolores Carroll. Guest present: Town Manager Peter Hechenbleikner. Minutes #243 were read and accepted by a vote of 4-0. The Town Manager reviewed Article 7 which would amend the Charter to enable him to seek outside employment. Peter would like to teach, on a college level, one evening per week, but is prevented from doing so unless the proposed amendment is first approved by Town meeting and then placed on the March ballot. Peter and the Selectmen feel that his teaching would have a positive effect on the community. On motion of Ed Murphy, seconded by Dolores Carroll, the Committee voted to recommend Article 7 by a vote of 4-0. Discussion then turned to an instructional motion made at the Annual Town Meeting by Fred VanMagness to review the Rules Committee Guidelines. It was decided to invite former Moderator John Faria, a member of the original Committee and present Moderator Alan Folds, to a future meeting. Reorganization time again for the Bylaw Committee. On motion of George Theophanis, seconded by Ed Murphy, it was voted to retain Phil Pacino as Chairman, by a vote of 4-0. On motion of Ed Murphy, seconded by George Theophanis, it was voted 4-0 that Dolores S. Carroll continue as Secretary. Several members of CPDC will attend our next meeting on Wednesday, October 16th, to review Articles 14, 15, 16 and 17. 8:45 p.m. Meeting adjourned. Respectfully submitted, -ems Dolores S.
