Members present: George Theophanis, Jack Russell, Philip Pacino and Dolores Carroll. Guests present: Town Planner Jonathan Edwards, resident John Drinkwater and Town Meeting Members Bill Brown and Ron Wood. Article 23: Mr. Drinkwater, a South Street resident, requested that the Selectmen prepare a bylaw to control excessive noise from loudspeakers used by commercial establishments for advertising, music and promotions. This is very disruptive to abutters who feel that the noise is interfering with their quality of life. Jonathan supports the proposed bylaw and recommends it as a General Bylaw since enforcement by the police department is available on a twenty-four hour basis. Jack Russell moved that we recommend the subject matter of Article 23 with the following changes: Delete the first paragraph. Include the words "on its premises" after the word "except" in the second line. In the third sentence add the word "not" after "to" and replace "entirely inaudible" with the word "objectionable". Motion seconded by George Theophanis and recommended by the Committee by a vote of 4-0. Article 24: Ron Wood, petitioner of this article, came before the Committee to review the proposed ot~4 B la 11 wn di scussion George recommended tabling the article pen 1ny e Se c en an d of Health before bringing it to the ubsequent Teeting. In the event Article 24 is not tabled, Jack will make a motion to not recommend this article. On motion of George Theophanis, seconded by Jack Russell, the Committee voted to recommend tabling Article 24 for further research by a vote of 4-0. Article 22: Bill Brown, petitioner of this article, feels the need of a Rules Committee Bylaw to ensure that annual meetings take place for the purpose of electing a chairman and clerk to conduct business. George made revisions to the bylaw which are attached hereto r, On motion of George Theophanis, seconded by Dolores Carroll, the committee voted to recommend the subject matter of the revised formate of Article 22 by a vote of 4-0. 4 ARTICLE 22 2.2.9 Rules Committee The members of the Rules Committee, established under Section 2-12 of the Charter, shall hold an annual meeting within 30 days after .the adjournment of the Annual Town Meeting for the purpose of electing a chairman and a clerk and to conduct whatever business may be appropriate. Additional Rules Committee meetings may be called by the chairman. In the absence of a chairman the Moderator shall convene a meeting of the Rules Committee within 60 days after a vacancy for the purpose of electing a new chairman. By Petition
