7:30 p.m. Meeting called to order in the Conference Room in Townjja11. A ,
Members present: Jack Russell, Chairman Pro Tem, George Theophanis, and
Dolores Carroll.
Guest present: School Committee Member Tom Stohlman.
Minutes #245: On motion of Jack Russell, seconded by Dolores Carroll, Minutes #245 were
approved by a vote of 3-0.
Minutes #246: On motion of Dolores Carroll, seconded by George Theophanis, Minutes
#246 were approved by a vote of 2-0, with one abstention.
Minutes #247: On motion of George Theophanis, seconded by Dolores Carroll, Minutes
#247 were approved by a vote of 3-0.
Minutes #248: George recommended adding the words "with concurrence of the Petitioner"
after the word "article" in the third line of Article 24, and the words "and agreed to by the
Petitioner" at the end of the first paragraph of Article 22. On motion of George Theophanis,
seconded by Dolores Carroll, Minutes #248 were approved, as amended, by a vote of 3-0.
Article 20: Tom Stohlman, petitioner of Article 20, seeks to amend Section 4.4.3 of the
General Bylaws to enable special municipal employees (volunteers) to represent or receive
compensation for representing anyone before any board, committee or commission of the
Town. Tom feels that under the present bylaw they are prevented from doing so, thereby
depriving the community of qualified volunteers. Jack disagrees and maintains that it's a
deterrent for potential wrongdoing, permitting Reading to maintain its "squeaky clean"
government.
At this point the Committee agreed to table further discussion until Phil is present. On
motion of George Theophanis, seconded by Dolores Carroll, the Committee voted to table
Article 20 by a vote of 3-0.
Article 21: George suggested changing the proposed title of Section 5.6 of the General
Bylaws from "Dog Leash and Related Laws" to "Dog Control" to correspond with the
format of the bylaws. On motion of George Theophanis, seconded by Jack Russell, the
Committee voted to recommend Article 21 by a vote of 3-0.
