7:35 p.m. Meeting called to order in the General Manager's Conference Room of the
RMLD.
Members present: George Theophanis, Phil Pacino and Dolores Carroll.
Guests present: William and Lucy Hibbard, residents of 16 Baldwin Lane in Reading.
Article 21: Mr. and Mrs. Hibbard wanted clarification of the bylaw and information on how
its acceptance would impact Baldwin Lane, also a cul-de-sac. They were assured that
nonconforming lots, created by this bylaw, would be grandfathered.
Minutes #252: On motion of George Theophanis, seconded by Dolores Carroll, minutes
#251 were accepted, as corrected, by a vote of 3-0.
Article 11: On motion of George Theophanis, seconded by Dolores Carroll, Article 11 was
recommended by a vote of 3-0.
Article 21: On motion of George Theophanis, seconded by Dolores Carroll, Article 21 was
recommended by a vote of 3-0.
Article 22: On motion of Dolores Carroll, seconded by George Theophanis, Article 22 was
recommended, qnly with the proposed amendment, submitted by George Theophanis (see
attached), as part of Section 4.3.1.4, d, "f., by a vote of 3-0.
Article 23: Action on Article 23 was postponed until a definition of "billboard" and
clarification of appropriate lighting of billboards was included in the bylaw.
8:45 p.m. On motion of George Theophanis, seconded by Dolores Carroll, meeting was
adjourned.

Article 22 Proposed Amendment 11 /4/98
Add to Section 2.d. the w s: " The Community Planning and
Development Commission approve a site plan for assisted
living or for combined nursing home and assisted living, where
the number of assisted living units exceeds 100 of the combined
total number of units&,4 the gross floor area of the
residents' living space excluding common areas, such as but not
limited to hallways,,,dining rooms, offices, recreation areas, medical
rooms, employee ,room and mechanical space exceed$ 15% of the total
lot area." o~z---
