Carroll. Guests present: Town Manager Peter Hechenbleikner, Selectman Matt Cummings, Special Counsel, Ad Hoc Committee Members Doug Cowell, Dan Engsminger and John Carpenter. Phil recused himself from voting as he was attending as a representative of the RMLB of Commissioners and not as a member of the Bylaw Committee. Article 4: The following summarizes various opinions discussed prior to presenting Article 4 to Town Meeting: move ahead and put the matter to rest; violation of the Twenty-Year Agreement if action takes place; adjourn Town Meeting; indefinitely postpone Article 4 until the Annual Town Meeting in April; vote the article and put the. matter to rest; insufficient time for outside boards to review material; insufficient time for placement on the April, 2003 ballot due to the fact that the Attorney General's office requires 28 days to approve the amendment, plus an additional 60 days before it can be placed on the ballot, which brings us up to the April, 2004 election. On motion of Jack Russell, seconded by Dolores S. Carroll, the Committee voted 3-0-1 to indefinitely postpone Article 4 to the Annual Town Meeting in April. Article 5: Everyone agreed to move ahead with Article 5 which amends the General Bylaws to increase the Audit Committee to seven members, one of which would be appointed by the Reading Municipal Light Board. Nate White moved to reconsider the vote previously taken by the Bylaw Committee on February 19, 2003. On motion of Nate White, seconded by Jack Russell the Bylaw Committee voted 3-0-1 to reconsider the vote taken on February 19, 2003. On motion of Jack Russell, seconded by Dolores S. Carroll, the Committee voted 3-0-1 to recommend Article 5. 7:20 p.m. On motion of Jack Russell, seconded by Dolores S. Carroll, the meeting was adjourned. Submitted by, Dolores S. Carroll, lerk
