BYLAW COMMITTEE MINUTES #266 April 16, 2003 7:30 p.m. Meeting called to order in the Lower Level Conference Room in Town Hall. Members present: Phil Pacino, Jack Russell and Dolores Carroll. Town Manager Peter Hechenbleikner joined the Committee in reviewing articles prior to presentation at the Annual Town Meeting on April 28, 2003. Article 7: This amendment to the Reading Home Rule Charter, recently presented at the Special Town Meeting, was postponed in order to clarify several concerns and to allow time for the proedural/legal process to run its course. Article 12: Establishes five revolving funds for specific purposes, four of which are currently in place. The Recreation Revolving Fund (proposed fund) would pay salaries and related expenses incurred by the Recreation Department from fees generated through the fund. Article 15: This housekeeping article continues the practice of depositing tuition funds collected for special non-resident students in a revolving account under G.L.c. 71, §71F. On motion of Jack Russell, seconded by Dolores Carroll, the Bylaw Committee voted to recommend this article by a vote of 3-0-0. Article 16: On motion of Dolores Carroll, seconded by Jack Russell, the Bylaw Committee voted to recommend this article by a vote of 3-0-0. Article 19: This proposed amendment to the Reading Home Rule Charter would have the Board of Selectmen review and sign off on warrants authorizing payment of bills, as well as payroll, presently requiring only the signature of the Town Manager. The Bylaw Committee voted action pending to allow the petitioner to be heard at the next meeting on April 23, 2003. Article 20: The Bylaw Committee supports this article as the Committee presently makes its recommendations to Town Meeting; however, a correction should be made to change Rule 3 to Rule 4. On motion of Jack Russell, seconded by Dolores Carroll, the Bylaw Committee voted to recommend Article 20, as amended, by a vote of 3-0-0. Article 21: This article amends the Zoning Map to include an additional parcel of land in the Longwood PUD overlay. On motion of Jack Russell, seconded by Dolores Carroll, the Bylaw Committee voted to. recommend this article by a vote of 3-0-0. Minutes #264 and #265 were reviewed, and on motion of Jack Russell, seconded by Dolores S. Carroll, both were accepted by a vote of 3-0-0. 8:20 p.m. Meeting adjourned.
