7:30 p.m. Meeting called to order in the Lower Level Conference Room in Town Hall.
Members present: Phil Pacino, Jack Russell and Dolores Carroll.
David Sweeter, petitioner of Article 19, informed the Committee that he felt the Selectmen
should review and sign off on warrants authorizing payment of Town bills and payroll, as
other boards have continued to do and as they did in the past. This process was discontinued
upon implementation of the Charter. On motion of Jack Russell, seconded by Dolores Carroll,
the Bylaw Committee voted to recommend this article by a vote of 3-0-0.
Article 7: This amendment to the Reading Home Rule Charter pertaining to the Reading
Municipal Light Department, was once again reviewed, with special attention given to
M.G.L.c. 30B, (competitive bidding process) and the ramifications thereof if 30B is adopted.
The RMLB recommends this article, except for "30B". On motion of Dolores Carroll,
seconded by Jack Russell, the Bylaw Committee voted to recommend this article by a vote of
2-0-1.
Minutes #266 were reviewed, and on motion of Jack Russell, seconded by Dolores S.
Carroll, both were accepted by a vote of 3-0-0.
