Members present: Jack Russell, Maria Silvaggi and Dolores Carroll.
Guests present: Town Manager Peter Heckenbleickner, Roberta Sullivan and Wilbar
Hoxie, members of the Historical Commission.
Article 27: Roberta Sullivan and Wilbur Hoxy reviewed the proposed amendment to
§ 5.13 of the General Bylaws which include the following changes:
§ 5.13.3.2: Insert the word "completed" in the second line before the word
"application" and add the word "form" following "application".
§ 5.13.3.3: Replace the word "Permit" with "Application" so that it becomes
Demolition "Application".
§ 5.13.3.4: Replace the word "Town" with "Applicant", which places
responsibility on the Applicant for all costs related to notices.
§ 5.13.3.6: Replace "six (6)" with "twelve (12)", extending the demolition
process from six to twelve months. The Commission feels the
current bylaw is inadequate and the extension of time will allow
other options to be explored in the hopes that buildings of historic
significance will be preserved.
§ 5.13.3.4: Jack-Russell suggested the addition of the letter "f' at the end of
the third paragraph was unnecessary and the Committee agreed.
On motion of Maria Silvaggi, seconded by Dolores Carroll, it was moved and seconded
to recommend the subject matter of Article 27 , with changes, minus the second change to
paragraph 2 of § 5.13.3.4, by a vote of 3-0.
Article 24: Peter explained that passage of this proposed replacement to the Animal
Control Bylaw would tighten and codify § 5.6 of the General Bylaws and ensure the safety
of the general public.
Maria felt the duties of the Animal Control Appeals Committee should be defined.
The Committee proposed the following numerical changes:
~ 5.6.3 renumbered 5.6.4; 5.6.4 renumbered 5.6.5; and 5.6.5 renumbered
5.6.3.
On motion of Dolores Carroll, seconded by Maria Silvaggi, it was moved and seconded to
recommend the subject matter of Article 24, with numerical changes, by a vote of 3-0.
Article 25: Peter reviewed the proposed bylaw regulating construction hours and noise
limits, noting that residents, Federal, State and local government are exempt.
It was agreed that "M" should be added to G. L. c. in the last line of the bylaw.
On motion of Maria Silvaggi, seconded by Dolores Carroll, it was moved and seconded to
recommend the subject matter of Article 25, with the change, by a vote of 3-0.
Article 26: Peter explained that adoption of this bylaw would regulate door-to-door
solicitors and canvassers by requiring completion of a Certificate of Registration obtained
from the Police Department, payment of an application fee and wearing a photo ID attached
to their application.
Recommendation was made to insert the words "sundown or" before 8:00 p.m., and
"whichever is earlier" following 8:00 p.m. under 5.5.9.7.
A request was made to clarify § 1-6 of Chapter 1 under 5.5.9.8.
On motion of Maria Silvaggi, seconded by Dolores Carroll, it was moved and seconded
that the subject matter of Article 26 be recommended, with changes, by a vote of 3-0.
