Members present: Phil Pacino, George Theophanis, Jack Russell, and Dolores Carroll. Guest present: Assistant Town Manager Bob Lelachaur came to review previously voted and pending articles with the Committee. Article 8: Initially expected to benefit the Town by establishing the Town's Storm Water Utility as an Enterprise Fund, the manner of payment became an issue. On motion of Jack Russell, seconded by Dolores Carroll, it was moved and seconded not recommended the subject matter of Article 8 by a vote of 4-0-0. Article 14: This article provides a small increase to veterans who fall under the Reading Retirement System. On motion of Jack Russell, seconded by Dolores Carroll, it was moved and seconded to recommend the subject matter of Article 14, by a vote of 4-0-0. Article 24: Although previously reviewed, the following amendments will be included in the motion to be presented before Town Meeting.: § 5.13.3 2: In the second line, insert the word "demolition" after the word "completed", and insert "demolition permit for" after the words "for a"; § 5.13.3.3: In the fourth line, add a "period" after "Application" and delete the remainder of the sentence; and. § 5.13.3.4: Insert § 5.13.3.4 before § 5.13.3.3.6. Jack Russell moved to reconsider Article 24 which Was seconded by George Theophanis and recommended by the Committee, with changes, by a vote of 4-0-0. Article 25: Although the article is expected to be indefinitely postponed, George noticed that the number "2" was missing in the several sections referenced. Corrections are now in place so that the missing "2" appears as follows: 4.3.2.8.2.a., and Section 4.3.2.8.2.e.. In anticipation of Article 25 being brought before Town Meeting, Jack Russell moved to reconsider Article 25 which was seconded by George Theophanis and recommended by the Committee, with changes, by a vote of 4-0-0,.
