Meeting called to order at 8:00 p.m. in the Arnold Berger Room of Town Hall.
Members present- Phil Pacino, George Theophanis, Jack Russell, Dolores Carroll and Ron
O'Keefe, Jr.
Guests present: Town Manager Peter Heckenbleickner and Town Planner Carol Kowalski,
were present to review Articles 4 and 5 of the December 10'h Special Town Meeting.
Article 4: This amendment to the Zoning Bylaws would establish a Smart Growth Overlay
District to permit mixed-use redevelopment for the Addison Wesley property. Approval would
allow the development of townhouses, multi-family housing, of which a portion would be
designated affordable, and businesses within the district. Only town houses would be sold.
Approval by Town Meeting would then require final approval by the Commonwealth. Fiscally
the Town would benefit from the state for rezoning the property and from local tax revenues.
On motion of Jack Russell, seconded by Ron O'Keefe, the Committee voted to recommend
Article 4 by a vote of 5-0-0.
Article 5: This amendment to Section 5.3.1.4. of the Zoning Bylaws adds definition and
additional uses for the remaining zoning district, to include town houses, senior independent
living and nursing home care.
After reviewing the article George and Jack suggested that Business C Subdistrict (townhouses),
under the new Subsection 5.3.1.4.d., should be removed and replaced with subdistricts B and D.
On motion of Jack Russell, seconded by Ron O'Keefe, the Committee voted to recommend the
subject matter of Article 5, as corrected, by a vote of 5-0-0.
Minutes #282: The minutes were read with George noting that the vote on Article 12 be
corrected to read 3-1-0 instead of 3-0-1. On motion of Ron O'Keefe, Jr., seconded by Dolores
Carroll, the Committee voted to accept Minutes #281, as corrected, by a vote of 5-0-0.
Meeting adjourned at 9:10 p.m.
