Monday, March 30, 2009 ,2Q0q OCT -8 P 4' 01 Meeting called to order at 7:10 p.m. in the Arnold Berger Room of Town Hall.. Members present: Phil Pacino, Dolores Carroll and Ron O'Keefe, Jr. Town Manager Peter Heckenbleickner joined the Committee to review the following articles for the Annual Town Meeting to be held on Monday, April 27, 2009. Article 16: Discussion began with the amendment to Section 3.1 of the General Bylaws which allows Selectmen to accept a property transfer, excluding public ways, for less than One Hundred ($100.00) Dollars. On motion of Dolores Carroll, seconded by Ron O'Keefe, Jr., the Committee voted to recommend the subject matter of Article 16 by a vote of 3-0-0. Article 17: Approval of Section 5.5. 10 to the General Bylaws would make it a violation to consume drugs in a public area, including public transportation. The penalty for violation would be Three Hundred ($300.00) Dollars per offense. On motion of Dolores Carroll, seconded by Ron O'Keefe, Jr., the Committee voted to recommend the subject matter of Article 17 by a vote of 3-0-0. Article 18: Amending Section 5.1.2 of the Zoning Bylaws would improve the visible aspect of the Business-A Zoning District (South Main Street), by decreasing property frontage from 30 feet to 15 feet, thereby eliminating parking in front of the buildings creating a more attractive image. On motion of Ron O'Keefe, Jr., seconded by Dolores Carroll, the Committee voted to recommend the subject matter of Article 17 by a vote of 3-0-0. Article 19: Approval of amending Paragraph a. of Section 4.9.7.2 of the Zoning Bylaws would allow drive-through privileges for banks and pharmacies as tenants of a proposed development. On motion of Ron O'Keefe, Jr., seconded by Dolores Carroll, the Committee voted to recommend the subject matter of Article 17 by a vote of 3-0-0. Minutes #286: Following the reading of Minutes #286, on motion of Ron O'Keefe, Jr., seconded by Dolores Carroll, the Committee voted to approve the minutes by a vote of 3-0-0.
