A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the
Town Hall, 16 Lowell Street, Reading, Massachusetts, at 7:00 P.M.
Case # 08-18
A Public Hearing on the petition of Metro PCS Massachusetts, LLC who seeks a Special Permit
under Section(s) 4.3.5 of the Zoning By-laws in order to install wireless communication
equipment on the roof top and at ground level on the property located at 4 Summit Drive in
Reading, MA. The Applicant is proposing to install two panel antennas on each of the three
existing ballast mount frames for a total of six antennas; as well as one GPS antenna. All
associated cabling will be housed in the existing cable trays which are painted to match the
existing fagade of the building.
Peter Cook is the Project Consultant for Metro PCS and made the presentation on behalf of the
Petitioner. Also representing Metro PCS was Sohail Usmam. Metro PCS is not changing
anything other than the cables and Metro PCS's cabinets will be the same as what is there now.
AT & T is no longer on site at this location and there actually will be less equipment than before.
Mr. Jarema said any equipment should be the same color as the building as previously done by
AT&T.
Mr. Cook said the frequency levels emitted by the equipment meet the FCC regulations and the
proposed equipment is the same as AT & T's equipment. Metro PCS's technicians will also
conduct periodic emission checks.
On a motion by John Jarema, seconded by John Miles, the Zoning Board of Appeals moved to
grant a Special Permit to Metro PCS Massachusetts in order to replace antennas on the roof top
and the ground level of 4 Summit Drive in Reading with similar wireless antennas as now exists,
totaling six antennas, two per each of the three existing ballast frames as well as one GPS

antenna, the sum of which will be six, two per each of the three existing ballast frames as well as
one GPS antenna, and subject to the same conditions included in the previously approved Special
Permit in Case # 01-07. Further, the Board conditioned the proposed replacement on the
petitioner's adherence to the A-1 plan submitted by Hodson Design Group, LLC and revised 01-
21-08, which was stamped by the Board Chairman and placed in the file.
The motion was approved by a vote of 4-0-0 (Jarema, Dustin, Miles, Redfern).

On a motion by Robert Redfern, seconded by John Jarema, the Zoning Board of Appeals moved
to accept the minutes of July 10, 2008
The motion was approved by a vote of 3-0-0 (Jarema, Dustin, Redfern).
Other Business
Sumner-Cheney 40B Modification Request:
The Sumner-Cheney request for a modification will be continued until the Board receives a letter
from the Town Plarmer after she has consulted with the Town Engineer and the Conservation
Administrator.
Proposed Zoning By-law Changes:
Mr. Dustin reviewed the recommended changes for the Zoning By-laws that were being
proposed for the November 2008 annual fall Town Meeting. Some members had additional
recommendations that Mr. Dustin will pass along to the Town Planner.
On a motion by Robert Redfern, seconded by John Jarema, the Zoning Board of Appeals moved
to adjourn the meeting.
The motion was approved by a vote of 4-0-0 (Jarema, Dustin, Miles, Redfern).
