MEETING WAS CALLED TO ORDER AT 7:00 P.M.
IN ATTENDANCE
MR ROBERT I. NORDSTRAND, MR FRED A. MCGRANE, MR RALPH
A. COLORUSSO, MS PATRICIA SULLIVAN & MR WILLIAM
BOATWRIGHT. MR ROBERT LELACHEUR JOINED THE MEETING
AT 8:45PM, LEFT THE MEETING AT 9:10PM.
1. APPOINTMENTS - NONE NOTED.
2. MINUTES OF THE PREVIOUS MEETING/S
MARCH 23, 2010 - APPROVED 3-0.
3. SIGNINGS WERE COMPLETED.
4. OLD BUSINESS
A) PERSUANT TO THE OVERLAY ACCOUNT, MR
BOATWRIGHT ADVISED THE BOARD THAT AFTER
CONSULTING WITH TOWN COUNSEL (MS. ELLEN
CALLAHAN DOUCETTE) THERE ARE NO
OUTSTANDING CASES NOR WERE THERE ANY CASES
ON APPEAL BEYOND THOSE WHICH WERE ALREADY
RECOGNIZED BY THE BOARD.

4. OLD BUSINESS CONT.
B) MR NORDSTRAND MADE A MOTION TO AMEND THE DOLLAR
AMOUNT OF THE OVERLAY ACCOUNT TO BE RELEASED TO
100% OF THE OVERLAY SURPLUS FOR THE YEARS FY2004
THROUGH FY2007 AND 20% OF THE $192,144.80 SURPLUS OF
FY2008 OVERLAY ACCOUNT.
C) MR NORDSTRAND PROVIDED A SUMMARY OF THE TERMS
"DENIED" AND "DEEMED DENIED".
5. NEW BUSINESS
A) MR BOATWRIGHT AND MS SULLIVAN MADE A
PRESENTATION REGARDING THE RATHER LARGE NUMBER
OF PARCELS WHICH HAVE EITHER MARKET ADJUSTMENTS
OR FACTORS FOR ECONOMIC AND FUNTIONAL
OBSOLESCENCE. THEY NOTED THAT AFTER HAVING MET
WITH LINDA BRADLEY OF THE DOR, THE LARGE NUMBER
OF "EXCEPTION PARCELS" WILL MOST LIKELY RESULT IN
THE TOWNS ASSESSMENT NOT BEING CERTIFIED.
B) SIGNIFICANT DISCUSSION ENSUED PURSUANT TO POSSIBLE
REMEDIES. MR LELACHEUR WAS ASKED TO JOIN THE
MEETING AND SUBSEQUENTLY PROVIDED HIS COMMENTS
REGARDING FUNDING AVAILABILITY TO REMEDY THE
PROBLEM.

5. NEW BUSINESS CONT.
C) THE BOARD VOTED 3-0 TO SUPPORT ARTICLE 15 IN THE
UPCOMING ANNUAL TOWN MEETING PURSUANT TO MGL
CHAPTER 59 SECTION 5, CLAUSE 41C.
6. GENERAL BUSINESS
A) VOTED 3-0 TO APPROVE ABATEMENT APPLICATION #'S 9, 10
AND 11 AS RECOMMENDED BY MR. BOATWRIGHT.
B) VOTED 3-0 TO APPROVE ABATEMENT APPLICATION #95 AS
RECOMMENDED BY MS SULLIVAN
7. CORRESPONDENCE
MOTION MADE TO APROVE $78.40 REFUND TO LEAF CORP.
MOTION WAS NOT SECONDED.
