I will serve. with the chairs of the House and Senate Joint Municipal Affairs Committee or their designee(s), the Attorney General or her designee, and a representative of the newspaper association. Volunteers still needed - ZBA, CPDC, Conservation Commission ♦ Liquor licenses - issue with ABCC ♦ There is a new media outlet in Reading - reading.patch.com. This will be going live on July 30 and is an electronic "newspaper" owned by AOL. Community Development ♦ Calereso's.is under contract to purchase the Tambone properties on South Main Street, and move their business there. They have filed preliminary ,paperwork, and the staff held an expedited DRT review. ♦ A new Bakery and Coffee shop is proposed for the Haven Junction building - SammyJo's Bakery and Cafe. ♦ Sam's Bistro is now open for business ♦ Grumpy Doyle's is expected to be open by about September 1 ♦ O'Yes Steakhouse on Walkers Brook Drive (formerly Bear Rock Cafe); - occupancy expected in next. few weeks ♦ Expansion of Peter Sanborn Place - Financing packet for Town comment Public Safety ♦ RAD Classes beginning in August - Contact Sergeant David Clark at the RPD 781-942-6752 ♦ Bids have been received and awarded for the new ambulance ♦ Through the efforts of a lot of staff, headed by Fire Chief Burns, the Town has received FEMA reimbursement in the amount of $56,555.34 for the March rain storm. ♦ A local veterinarian has donated three animal oxygen masks to the Fire Department. A large and medium mask for dogs and a small mask for cats. They can be reused. ♦ The Suggested Routes to School program for sidewalk and curb installation. Surveyors are getting ready to work. We will do community outreach to let abutters know what is proposed - on Washington between Woburn and Prescott; Sunnyside from Prescott to Fairview. The curb work at Temple and Woburn is already being constructed as part of the Town's Temple Street project. D Public Works ♦ Pavement Management. program for 2011 through 2013 is attached and will be put on the Town web site. ♦ RR grade crossing -Traversable medians ♦ DPW has installed the "Big Belly" trash compactor and recycling bin in downtown - outside the Town alleyway Construction projects in progress or to be done this year: Road Improvements - Temple Street and Harrison Street are under construction o Curb and sidewalk - Bancroft at Woburn - HC access; Washington Park frontage on Washington Street; small piece of curb on Morgan Park Drive related to drainage; Rotary Square - for bike rack area ♦ Memorial Park Good progress. Davey, General Manager Massachusetts Bay Transportation Authority 10 Park Plaza, Suite 3910 Boston, MA 02116 Dear Mr. Davey: On behalf of the Town of Reading, I'd like to strenuously object to the fairly recent addition to the MBTA's advertising portfolio at the Reading Depot. Unannounced to the Town, banners were placed on the light poles at the Reading Depot advertising liquor. We have previously gone on record with` the "T" as opposing all advertising at the "T", but most particularly advertising of tobacco products and alcohol products. The Town of Reading spends a great deal of time, energy, effort and money on substance abuse prevention. Advertising alcohol and tobacco products in a public location like the MBTA runs counter to those efforts. What is particularly disturbing is the appearance of this advertising without any notice to the Town. This happened also in the last round of advertising put up at the Reading Depot. I suspect that this method of operation is specifically to prevent the communities. from objecting to specific or general advertising campaigns. The Town supports the operation of the "T" monetarily because we believe in strong public transit efforts for the community and for the region. However, efforts like this recent advertising make that support more difficult. We ask the "T" to honor Reading's (and l suspect most communities) objections to advertising of alcohol and tobacco products at public locations where these advertisements run counter to community standards. The site walk was attended by Selectman Rick Schubert, Town Manager Pete Hechenbleikner, DPW Director Jeff Zager, Town Engineer George Zambouras, and approximately 20 residents. Water Vault connecting Reading water distribution system and MWRA water supply • Town to improve maintenance of site - mowing - Zager • Town to paint bollards and intake pipes black - Zager • Town to request approval to install landscaping at the back of the vault area (no room at the front) - needs approval from abutting property owner - Zambouras Disturbed area across from the vault • Place boulders along the edge of the pavement to prevent vehicles from parking (note, this means that Town vehicles servicing the vault will need to park on the pavement) - Zager • Scratch surface and or remove gravel, and/or place topsoil so that vegetation will grow - Zager • Clean up litter - this is a property owner's responsibility. The owner is Hanson. In the fall, litter becomes more visible. If litter is an issue in the fall, Charlene Bazarian will contact the Town Manager's office and the Town Manager will have the Health Administrator inspect and if necessary contact the property owner. Since parking by utilities etc will no longer be possible, litter should become less of a problem • One resident felt that the natural vegetation on the south side of the street in that area was an eyesore and that someone should do something about it. No action • Drain line - the Town, removed and replaced a collapsed drain pipe across Border Road, and installed a new line on the south side of the street to alleviate a ponding situation, prior to repaving that section of Border Road, and at the same time dredged a small section of the channel to restore stream flow. The abutter wanted the stream piped. No action 128/193 flagging etc • Residents were not forewarned that the consultant for the state was coming out, and the surveyors would not tell the residents anything. The Town was notified that the state would be flagging wetlands, but specific dates were not identified. In the future if the Town is aware of any activity on the 129/193 proiect, the Town will make best attempt to advise the residents • Properties in the neighborhood are not welling because of the uncertainty over the 128/193 project • During the recent road resurfacing project the noise was unbearable. What would it be like. in a full scale construction project? • Page 1 What is the status of requested noise barriers? The residents are getting conflicting information - some heard that this location was 3`d on the state list. Zambouras will get specific information and we will share it with the residents Road paving • Residents want the road repaved ASAP. The streets are not on the priority list for the next 3 years. There are many streets in Reading in similar or worse condition. The Town will evaluate and see if a skim coat would work in the interim. The cost of a 1 1/2" overlay would be $53,000. The cost provided for paving is based on the DPW installing a 1 Y2" overlay. • Residents felt that because of the length of time since the road had any improvements it might be a higher priority. Zambouras is going to review when this road last received treatment and see what happens with the pavement management program if this factor is included. • Can/should an additional catch basin. be added between the pipe crossing towards West Street and the location of the new basin? The location of, the new basin allows some of the drainage to flow.down the driveway at 27 Border Rad. Zambouras • The drainage from Archstone is not working and affects Border Road. The drainage from Archstone does not affect Border Road. The on site drainage at Archstone works but the water as it enters the state drainage system at 193 carries trash that then clogs that catch basin and water is eroding the tree lawn and running down the west side of West Street - Zager -DPW will address. Neighborhood issues • There is a vacant house at 95 Border Road. The lawn is overgrown, a window screen is down. Can the Town do anything about getting the property maintained better. The Town does not have a Droaerty maintenance code, but Pete Hechenbleikner will refer this to the Buildinq Inspector and the health Administrator to see if there is any action that can be taken. • There is another property where there are issues of community concern. Pete Hechenbleikner will refer this to the Building Inspector and the Health Administrator to see if there is anything they can do. • Is the Police Department willing to conduct a neighborhood meeting on security issues.
