The Recreation Committee meeting came to order at 7:30 PM in the Reading Senior
Center. Committee members in attendance included Kate Kaminer, Alan Beaulieu,
Dennis Lucyniak, Dave Bryant, Chris Campbell and Lorraine Salter. Also in attendance
were Associate Committee Members Marc Nelson, Bernie Winne, Sudie Fay and
Recreation Administrator Joe Connelly.
Mrs. Kaminer made a motion to approve the minutes of the Wednesday, December 09
1998 meeting, Mr. Beaulieu seconded the motion, approved 6-0-0.
Committee member Claire Bolger entered the meeting at 7:40 PM
Reading Recreation Field Permit Policy
Mr. Connelly set the guidelines for the discussion. Mr. Connelly reviewed the current
practice permitting policy. Mr. Mike Dicicco of Reading Youth Baseball stated that
although the permit policy worked well, it limited the practice schedule for many teams.
Mr. Dicicco and Mr. Connelly discussed the under utilization of many field areas. Mr.
Dicicco is looking for the adequate utilization of the field areas. Mr. Lucyniak pointed
out the use patterns and cooperative effort that is currently seen at Memorial Park. Mr.
Bryant commented that the organizations themselves must be responsible for allocating
field amongst their own organization. Mr. Eric Dellaruso of Reading Youth Baseball
commented that Reading Youth Softball did not utilize all their field time last season. Mr.
Dellaruso, Mr. Connelly and Mr. Lucyniak discussed a scheduling meeting between
organization before and during the season. Mr. Dicicco and Mr. Connelly discussed
alternative ways to reduce the rental rates and schedule field time at the Austin
Preparatory School. Mr. Connelly stated that he would discuss alternatives with his
supervisors and relay the message to Mr. Lucyniak of Reading Youth Baseball. Mrs.
Salter asked Mr. Dicicco if the change in policy has effected the children. Mr. Dellaruso
and Mr. Dicicco explained their reasoning for wanting more flexibility in the practice
schedule. Mr. Jack Webster of the T-ball organization suggested that Memorial Park be
scheduled on a first come, first serve basis. The Committee and Mr. Webster discussed
this option. Mr. Campbell suggested that problems would arise from scheduling the field
in this manner. Mr. Connelly and Mr. Webster discussed the practice policy of Reading
T-ball. Mr. Connelly stated that he was under the assumption that T-ball did not practice
once the season was underway. Mr. Webster did not recall ever agreeing to a no practice
policy. The Committee continued to discuss this issue. Mr. Beaulieu made the following
motion, seconded by Lucyniak, approved 6-0-1.
Move that the Recreation Committee permit practices as is currently the policy
and continue to modify the existing practice schedule on an as needed basis.
Recreation Administrators Report
Mr. Connelly reviewed the Administrators Report with the Committee. Mr. Connelly
answered questions regarding Sunday Basketball, Travel Basketball, and the Easter Egg
Hunt. Mr. Nelson reviewed the New York City trip with the Committee. Mrs. Salter and
the Committee discussed the construction of the new indoor aquatics facility.
Ms. Kaminer motioned to adjourn the Committee meeting, seconded by Mr. Campbell,
motion approved 7-0.
The Recreation Committee adjourned at 9:20 PM.
