Committee members in attendance included Chris Campbell, Claire Bolger, Alan Beaulieu, Dennis Lucyniak and Dave Bryant. Also in attendance were Associate Members Sudie Fay, Bernie Winne, Mark Nelson and Recreation Administrator Joe Connelly. Also in attendance were the following individuals: David Adams - Reading Babe Ruth Mike Brenton - Reading United Soccer John Face - Reading Youth Baseball Frank Driscoll - Reading Youth Softball Leo Turenne - Reading Youth Baseball Dave Roy - Reading Youth Softball John Kazanovicz - Reading Youth Baseball Preston Lucas - Reading Youth Baseball John McGrath - Reading Babe Ruth Gary Hart - Reading Youth Baseball Mr. Campbell made a motion to approve the minutes of the Wednesday, May 12, 1999 meeting, Mr. Beaulieu seconded the motion, approved 5-0. Committee members Kate Kaminer, Lorraine Salter and Jack Downing entered the meeting at 7:48 PM. MEETING WITH YOUTH SPORT DIRECTORS Mr. Connelly reviewed the Committee's reasons for calling a meeting of the Youth Sport Directors. Mr. Connelly reviewed the criteria for discussion during the meeting. ARril 1 St Start Date Mr. Connelly reviewed the process of how the field opening date is determined. Mr. Connelly explained the reasons behind the Committee enforcing this policy. Mr. Roy asked if it was to protect field conditions or protect the Town from liability? Mr. Connelly stated that it was a little bit of both. Mr. Connelly and Mr. Driscoll discussed the Committees authority to pull field permits. Mr. Connelly stated that he was reluctant to do this. Mr. Driscoll stated that he believed pulling permits was a viable option. Mr. Connelly reviewed the importance of the honor system for each league/coach. Mr. Brenton stated that if the Committee made the leagues aware of the consequences of their actions it would reduce the number of incidents. Sunday Morning 12 PM Start Rule Mr. Connelly stated that this was a Board of Selectmen policy that the Committee had the authority to grant special exemptions. Mr. Connelly reviewed the three reasons why he believed the rule to be in place: Clergy Association, Interfere with church/family time; To give the abutters of parks a few hours of peace on a Sunday Morning; To leave a few hours for resident use, non-organized play. Mr. Downing reviewed the request from Reading Youth Baseball for a batting cage and the neighbors objections. Mr. Driscoll stated that the organizations that consistently violate the rules need to be disciplined. Mr. Driscoll stated that the two organizations that he felt were violating the rules were not present. Mr. Connelly and the Committee discussed this issue and how it could be remedied. Mr. Connelly gave some examples of some common sense issues. Mr. Adams gave some examples of his own. Practice Permit Policy Mr. Connelly briefly reviewed the status of the "new" practice permit policy. Mr. Adams stated that the new procedure for dispensing information directly to the coaches should help reduce some of the unintentional permit violations Mr. Roy stated that it would help if action was taken at the beginning of the season. Recreation Committee/Board Action Against Violations Mr. Connelly reviewed some of the suggestions from the Committee: League/Board - Promise to support Recreation Committee decisions and follow the chain of command on any issues that their organization does not agree with a Recreation Committee decision. League/Board - Supply the Recreation Committee with a written policy detailing their organizations actions against coaches that violate Committee policy. Recreation - Denial of any special permit request to organizations that consistently violate Committee policy. Recreation - Withdrawal of an organizations practice/game permits upon consistent policy violations. Recreation - Assess a practice permit fee to those organization that consistently violate Committee policy. Mr. Kazanovicz stated that he believed the leagues should discipline themselves. Mr. Driscoll stated that he would favor a mixed approach to disciplining field policy violators. Mr. Lucyniak stated that he felt a mixed approach for disciplinary action would benefit his organization. Mr. Connelly asked each of the leagues to submit their DRAFT disciplinary pollicies to him for review. Upon receipt of each league's policy, Mr. Connelly will create a Reading Youth League Disciplinary Policy for each league to vote on. Mr. Beaulieu motioned to approve the above mentioned action, seconded by Ms. Kaminer, approved 8-0. The Committee thanked those attendance for their input. The league representatives exited the meeting at 8:40 PM. OTHER BUSINESS Fall/Winter FY00 Pre-Season Budget and Recommended Fees Mr. Connelly reviewed this report with the Committee. Mr. Bryant motioned to approve the recommended fees as presented, seconded by Ms. Salter, approved 8-0. Recreation Administrators Report Mr. Connelly reviewed the report with the Committee. Tennis Open Ms. Salter and Ms. Kaminer updated the Committee on this years tournament. The Committee discussed ways to increase participation and advertising for the tournament for next year. Mr. Connelly suggested getting Reading Recreation Tennis Professional Courtney Gillman involved with the Tournament. YMCA Pool Mr. Downing reviewed some concerns with the YMCA Aquatics Center and their rental Policies. The Committee discussed these issues. Mr. Campbell motioned to adjourn the meeting, seconded by Ms. Salter, approved 8-0. The Recreation Committee adjourned at 9:30 PM. G'y
