Recreation Committee
Minutes of October 11, 2000 meeting
Senior Center Conference Room
MEETING NOTES:
Meeting was called to order at 7:32 PM
A quorum was declared present.
ATTENDEES: Alan Beaulieu, Jack Downing, Bernie Winne, Sudie Fay, Dave Bryant, Mary Ellen
Stolecki, Chris Campbell (7:45 PM) Claire Bolger (7:50 PM), Kate Kammer (8:26 PM)

Old Business
Halloween Parade Disscussion:
Susie needs volunteers for the Halloween Parade on Sunday, October 29. Volunteers will meet at
2:30 p.m. at the Field House. Alan Beaulieu and Mark Nelson volunteered. We also have the peer
leader to assist with the parade. Recreation Administrator Wayne Currie will contact them.
Recreation goals will be tabled until next meeting due to the importance of the other issues on the
agenda.
New Business
Public Hearing is now open: 7:40 PM
Public Hearing on having a scoreboard at Morton Field
Phil Vaccaro spoke about maintenance of the scoreboard. He also discussed Title 9. Whether the
scoreboard would be for both boys and girls team. Discussion continued on where the scoreboard
should be. One suggestion was to put the scoreboard on top of the green shed. This was just an
option.
There were questions about the height of the scoreboard. There was a question about the type of
console that would operate the scoreboard. Discussion on the fact that the scoreboard needs
approval from the neighbors.
The Recreation Committee would like to see a Conceptual Design for the scoreboard to be placed
on Morton Field. The committee would like the Friends of Reading Baseball to come up with a
Conceptual Design.
Mr. Wallace is concerned about having the scoreboard in right field. He feels that there is enough
signage at Morton Field next to the tennis court that another item would snake the area seems
crowded. He would prefer to see the scoreboard in left field. The neighborhood is not against the
idea of a scoreboard at Morton Field.
Motion to give approval to Friends of Reading Baseball to go ahead with a Conceptual Design of
the scoreboard with approval of the neighborhood and Conservation Committee.

Dennis Lucyniack was present to discuss a Disclipianary Policy for youth sports. Primarily dealing
with parents. What are the youth sports organization expectations of parent who are involved in
youth sports?
Discussion on whether we can kick someone off the field for discipline reasons. What are the legal
issues or ramifications if we do?
What are our rights as organization of youth sports.
Discussion on using Reading Youth Baseball as a pilot program for a parent disclipinary policy.
Reading Youth Baseball will be involved with the National Alliance for Youth Sports and will be
following their guidelines for discipline parents. This procedure requires parents to sign a letter of
agreement to behave at games and allow the organization to kick them off the field if an incident
occurs. Youth Baseball has been in contact with other organization but none have come forward in
joining Youth Baseball in this issue.
The Recreation Committee supports Reading Youth Baseball and will back through their pilot
program but feels that they can not make or form any policies as of this date.
Discussion was held on the Reading Memorial High School and Reading United Soccer
Organization request to place a kickboard on Collins Field. It was discussed that this request was
unreasonable and doesn't take the neighbors into consideration. The Recreation Committee feels
that the kickboard would cause too much noise in the neighborhood. It was discussed that the
Recreation Committee doesn't have to hold a public hearing for the request because they are against
the kickboard at Collins Field thus a public hearing is not necessary. The Recreation Committee
has full jurisdiction on the fields and can decide what should or should not be on the fields.
Discussion on the Recreation Division not having enough staff to handle the amount of work that is
needed to be done. Members mentioned that when they called the person answering the phone
doesn't work in Recreation and is giving out the wrong information. Sometimes when they call
they can't get through because the phone is busy. It was mentioned to investigate purchasing a
answering machine for Recreation. It was mentioned to investigate work-study students at the high
school to assist with Recreation. It was mentioned to use tax relieve recipient. This is already being
done.
Administrator's Report
The Summer 2000 Report should be available soon. The Recreation Administrator will provide a
report after each season. Summer, Fall, and Winter/spring.
The Recreation Administrator would like to bring in Skyhawks to run pre-k classes in soccer,
football, t-ball, lacrosse and minihawks.
Recreation Administrator will investigate the cost breakdown of the Skyhawks program.
The Cross Country Meet is this weekend. Alan Beaulieu and Jack Downing will assist.
Subcommittee Reports
Town Manager Peter Hechenbleikner sent a letter to Recreation Administrator Wayne Currie and
Committee members Jack Downing and Dave Bryant outlining his disappointment about the lack of
attendance from the members at the Aquatics Advisory meetings. Jack Downing noted that the last
memo to him had the wrong date on it. When he showed up they told him the meeting was last night
not tonight. Mr. Bryant indicated that if the meeting were on a regular basis he would be able to
make. them.
