ODE Ia FAX: (781) 942-9071 RECREATION DIVISION: (781) 942-9075 RECREATION COMMITTEE MINUTES 9/12/01 MEETING In Attendance - Alan Beaulieu, Mark Hyson, Mary Ellen Stolecki, Claire Bolger, Catherine Kammer, Jack Downing, Susan Cavicchi, Chris Campbell, Dave Bryant, Lorraine Salter, Susan Fay. Alan Beaulieu started the meeting at 7:05 p.m. Everyone read through the August 8, 2001 minutes. There was a brief discussion on the minutes. Jack Downing wanted to change the minutes with regards to his statement on the first paragraph/fifth sentence of page 3. The corrected sentence will now read - "The Recreation Committee would like to see an available funding mechanism to purchase land for Recreation purposes and open space." Chris Campbell wanted to add to the minutes that he left the August meeting at 9:00 p.m. Jack Downing made a motion to accept the August 8, 2001minutes with the above changes/additions. Sue Cavicchi seconded the motion. The vote passed 7 - 0, to accept the August 8, 2001 minutes with the above stated changes/additions. The Recreation Committee discussed the nomination of the Recreation Committee Chairperson for 2001 - 2002. Dave Bryant nominated Alan Beaulieu as the Recreation Committee Chairperson for 2001 - 2002.. Alan Beaulieu accepted the nomination. Dave Bryant made a motion to vote Alan Beaulieu in as the Recreation Committee Chairperson for 2001 - 2002. Claire Bolger seconded the motion. The vote passed 6-0-1. The Recreation Committee discussed the nomination of the Recreation Committee Vice Chairperson for 2001 - 2002. Susan Cavicchi nominated Susan Fay as the Recreation Committee Vice Chairperson for 2001 - 2002. Susan Fay was not present at the meeting to accept the nomination at this juncture. Susan Cavicchi made a motion to vote Susan Fay in as the Recreation Committee Vice Chairperson for 2001 - 2002. Mary Ellen Stolecki seconded the motion. The vote passed 7 - 0. Dave Bryant asked Mark Hyson to do some research to see if the town has a policy on attendance of committee members for committee meetings, and how this relates to becoming a Chairperson or Vice Chairperson. Susan Fay arrived at 7:30 p.m. Susan was asked if she would accept the nomination and the voting of her into the Vice Chaiperson's seat on the Recreation Committee. Susan accepted the nomination. David Chase, Dennis Walsh and Steve D'Agati from Reading Adult Men's Soccer came in to the meeting to plead their case as to why they would like the Recreation Committee to grant them a special permit to use Collins Field at Parker Middle School on 4 selected Sunday's in the Fall before 12 Noon. David Chase gave a handout to justify his request. David Chase stated that he would also take the matter of changing the Sunday 12Noon policy to the Human Relations Advisory Committee. Alan Beaulieu and Chris Campbell both stated that they thought a change in policy must go before the selectman for final approval. Alan Beaulieu stated that the Recreation Committee takes these special permit requests on a case per case basis. RECREATION COMMITTEE MINUTES (Con't) 9/12/01 MEETING Catherine Kaminer stated to Reading Adult Men's Soccer that it is not the Recreation Committee's view to not allow them at a certain field, moreover it is just the timeline on Sunday's that are in question. Dave Bryant stated he did not feel that this request is a "Special" request. Dave went on to state that the Reading Adult Men's Soccer has come to the Recreation Committee several times before to get other special requests granted for their league. Alan Beaulieu asked David Chase if he knows of the ruling before he started the league. David Chase stated that he was aware of the rule before he started the league. David Chase also stated that he did not of any Sunday Adult Men's Soccer Leagues that play on Sunday afternoons. A motion was made by Susan Cavicchi to move that the Reading Recreation Committee approve a Special Permit for Reading Adult Men's Soccer to use Collins Field at Parker Middle School on 4 Sunday's in the Fall for Soccer Games, beginning at 11:00 a.m. The permit would be for Sunday's 9/16, 9/30, 10/7, 10/28. The field use would be at 10:30 a.m. and the kick-off would be at 11:00 a.m. The motion was seconded by Mary Ellen Stolecki. The vote passed 5 - 2 in favor of granting the request, with 1 member abstaining Alan Beaulieu appointed a sub-committee to research the policy regarding special permits being granted by the Recreation Committee for playing field usage on Sunday's before 12:00 Noon. Dave Bryant, Catherine Kaminer and Mary Ellen Stolecki, and Bernie Winne were appointed by Alan Beaulieu to be on this sub- committee. Mark Hyson stated that he had met with Carl McFadden regarding Carl's basketball program and what his philosophy is and how his program relates to Reading Recreation's Travel Basketball program. Mark stated that Carl had brought up the idea of combining programs and that he would run these programs for the Recreation Division under Mark's guidance. The Recreation Committee stated that there is a need in town for both Carl's program and the Recreation Division's Travel program. The Recreation Committee stated that the philosophies of the programs are different and at this time they thought it would be best to keep them separated. The Recreation Committee asked if Mark Hyson could further clarify subsequent Recreation Committee agenda items. Mark Hyson stated he would do this and that if any committee members ever have any questions regarding any agenda items, that they could call him at the Recreation Division for more information. Mark Hyson gave his Administrator's Report to the Recreation Committee. Mark gave an update on the staffing at the Recreation Division. Mark stated that Marie Paiva, the principal clerk for the Recreation Division has resigned and she is going to a new job at the Wakefield School Department. Mark stated that the Personnel Administrator, the Health Administrator and himself are interviewing candidates for the principal clerk's position with the Health Division and the Recreation Division. Mark Hyson stated that the Summer 2001 Program Report would not be ready until October at the earliest. Mark stated that he is in the process of creating a new budgeting system for tracking the Recreation Division budget. Mark also stated that the way the Division accounting was done prior to him, was not the way he would do things and that a change in the system is needed. Mark said that he is in the process of changing this system. RECREATION COMMITTEE MINUTES (Con't) 9/12/01 MEETING Mark Hyson stated that the town had created a new system for facilitating the Civic Function Forms. Mark stated that if the public wanted a Civic Function Form, then they would go to the Town Manager's Office to obtain one. The form would be filled out and given back to the Town Manager's Office and then the form would be sent around electronically to specified divisions for their approval. The only signature that would be on the new Civic Function Permits would be the Town Managers. The Recreation Division will no longer hand out the Civic Function Forms. Mark Hyson suggested to the Recreation Committee that they start looking into making up Field Use Rules and Regulations. Mark Hyson stated that the Recreation Division would be having several special events coming up in October. During the October meeting, Mark will ask the Recreation Committee to volunteer their time for these activities. There was no Community Preservation Act Study Committee Report. Mark Hyson gave a brief report on the Aquatics Advisory Committee. Mark stated that the Aquatics Advisory Committee met in late August. The agenda of the meeting consisted of soundproofing vendors and their quotes on the soundproofing project at the Burbank YMCA. Mark also stated that the YMCA Aquatics Director spoke on the Fall pool schedule. Mark said that they are providing adequate swimming times to stay in line with the requirements of the Town Benefits. Mary Ellen Stolecki made a motion to adjourn at 9:10 p.m. Susan Cavicchi seconded the motion.. The vote passed 7 - 0. Respectfully Submitted, Mark R. Hyson, CPRP Recreation Administrator
