RECREATION COMMITTEE MINUTES
2/26/02 WORKSHOP MEETING
In Attendance - Alan Beaulieu, Susan Fay, Mark Hyson, Jack Downing, Susan Cavicchi, Bernie Winne,
Mary Ellen Stolecki, Kate Kammer, Chris Campbell, Claire Bolger, Lorraine Salter, Dave Bryant
Alan Beaulieu started the meeting at 7:50 PM
Alan thanked the members of the Recreation Sub-Committee on the Sunday Special Permit Ruling, for their
time and effort.
The Recreation Committee reviewed the Sunday Special Permit Sub-Committee Report.
Mary Ellen Stolecki stated that she felt the committee is getting hung up on the issue of frequency.
Susan Cavicchi stated that she felt that special means that something can't be done any other way. Susan
disagreed with the Sub Committee's findings. Susan stated that special means exceptional, and that
frequency should not play a role in the ruling.
Alan Beaulieu stated that he thinks that we should accept the Sub-Committee's report. Alan also stated that
that goal of the workshop was for a majority of the Recreation Committee to agree on a policy that would
help the Recreation Committee administer the Special Sunday Permit Ruling and vote on such policy.
Bernie Winne stated that we need a policy that guides the Recreation Committee.
Kate Kaminer stated that even if we except some organizations, that the committee still needs to further
define what special is.
Chris Campbell stated that the Recreation Committee may want to look at other options.
Mary Ellen Stolecki stated that she disagreed on the last line of the Special Sunday Permit Policy from the
Sub-Committee report. Mary Ellen thinks that the policy as it is, is a good policy.
Jack Downing spoke on the history of Pop Warner Football. Jack stated that Pop Warner football was given
a permit on Sunday Mornings for the Practice Football field. Jack stated that now Pop Warner is on the main
football field, which Recreation does not permit. Jack stated that Pop Warner was just grandfathered in.
Jack also stated that he feels that something is missing in the last paragraph of the Sub Committee Report.
Alan Beaulieu stated that he felt that frequency is an issue. Alan also stated that he was offended by the
letter that George Hines sent, suggesting the Recreation Committee vote yes to give the Reading Adult
Men's Soccer League a Special Pen-nit.

The Recreation Committee reviewed the letter from Selectman George Hines.
Marls Hyson suggested that the Recreation Committee try to take Reading Adult Men's Soccer League out of
the mix in their decision meeting. Marls suggested that the committee make a policy that the committee can
use and monitor on a yearly basis.
Bernie Winne stated that he needed to leave the meeting by 8:45 PM.
Mary Ellen Stolecki stated that a permit application is a good mechanism.
Dave Bryant made a motion that the Recreation Committee make a recommendation to the Board of
Selectman to eliminate the second sentence on 6.2.2, number 4 on the Board of Selectman's Policies that has
to do with the Special Sunday Permit Policy. Susan Cavicchi seconded the motion. The vote passed 5 - 4.
Mary Ellen Stolecki made a motion to grant Reading Adult Men's Soccer a special permit for 4/18/02,
4/28/02, 5/12/02, 5/26/02 and 6/9/02 from 10:30 AM to 1:00 PM at Collins Field. Claire Bolger seconded
the motion.
Chris Campbell made a motion to table Mary Ellen Stolecki's motion until the March 13, 2002 Recreation
Committee meeting. Jack Downing seconded Chris Campbell's motion. The vote of 4 - 3, with 1 abstain
vote, defeated Chris Campbell's motion.
The Recreation Committee then voted on Mary Ellen Stolecki's motion. The vote passed 5 - 3.
Susan Cavicchi made a motion to adjourn at 9:10 PM. Mary Ellen Stolecki seconded the motion. The vote
passed 8 - 0.
