RECREATION COMMITTEE MINUTES
6/12/02 MEETING
In Attendance - Alan Beaulieu, Mark Hyson, Chris Campbell, Claire Bolger, Sudie Fay, and Mary Ellen
Stolecki.
Alan Beaulieu started the meeting at 7:17 PM
Sudie Fay and Alan Beaulieu, stated that there were a few changes that needed to be made to the 5/08/02
minutes. The following are those changes: On page 1, paragraph 9 should read as the following. "Sudie Fay
stated that the Recreation Committee should look into having new people that come on to the Recreation
Committee start out as associates, before they actually get put on as voting members. Also the outgoing
voting members should stay on the Recreation Committee as associates, if they so choose. Sudie stated that
this way the new people would have a chance to see how things work, versus them being put right on to the
committee as a voting member".
The next change should be on page 2; paragraph 2, the 11'' word of that sentence should be "they" not hey.
Bernie Winne entered the meeting at 7:25 PM
Mary Ellen Stolecki made a motion to accept the May 8, 2002 minutes with the above stated changes. Sudie
Fay seconded the motion. The motion passed by a 6 - 0 vote.
Jack Downing entered the meeting at 7:30 PM
Frank Driscoll from Reading Youth Softball asked the Recreation Committee to grant his organization a
Sunday Special Permit for Sunday, July 7, 2002 from 10 AM to Dusk at the Birch Meadow Lighted Field,
the Birch Meadow Street and Parking. Lot Fields for a Softball Tournament. Claire Bolger made a motion
that The Recreation Committee grant Reading Youth Softball a Sunday Special Permit for Sunday, July 7,
2002 from the hours of 10:00 AM - Dusk, for the purpose of a Softball Tournament. The tournament will
use the Birch Meadow Lighted Field, the Birch Meadow Street and Parking Lot Fields. The conditions set
upon this permit are that Reading Youth Softball will work out the date with Reading Men's Softball and
Reading United Soccer, before the permit is issued. Sudie Fay seconded the motion. The motion passed by
a 7 - 0 vote.

The Recreation Committee discussed the past decision of the Recreation Committee regarding the August 8,
2001 vote, in which it was voted that the field usage for Symonds Way be Baseball in the Spring, Baseball
and Soccer in the Summer, and Soccer in the fall, as well as any other Recreation Event that the Recreation
Committee sees fit at any future time. The motion of that August 8, 2001 meeting passed by a vote of 7 - 0.
Alan Beaulieu stated that the Recreation Committee decides on the usage of fields, especially with respect to
new fields and new organizations.
George Hines and other members of Reading Babe Ruth Baseball, Lou Tomkins, and Pony League were in
the audience of the meeting. George Hines stated that they are bound to the National Babe Ruth program
and tournaments. George also stated that there are only three large diamond fields in Reading. The other
two fields are Morton and Washington, and the Reading Rockets Summer team and the American Legion
team primarily use them. George Hines also stated that Babe Ruth is entering a new recreational type team
this year, which would increase their needs for field space this summer.
Jack Downing posed the question to see if Reading United Soccer could start later in July and stretch their
season to later in August.
Mark Hyson stated that he would see if Reading United Soccer could come to the July or August Recreation
Committee meeting to address the Recreation Committee.
Bernie Winne stated that he would like to know about other areas that are requested. Bernie posed the
question if Reading United Soccer could be put somewhere else instead of Symonds Way.
Dave Bryant entered the meeting at 7:55 PM.
Bernie Winne made a motion that for the 2002 Summer season only, that the Recreation Committee gives
priority to baseball for use of Symonds Way field, over soccer. The Recreation Committee also instructs the
Recreation Administrator to provide a list of available areas for Reading United Soccer to use. If a problem
exists, then the Recreation Administrator will contact the Recreation Committee via e-mail or telephone.
Susan Cavicchi seconded the motion. The motion passed by a vote of 7 - 1, with 1 abstain vote.
Alan Beaulieu nominated Jack Downing for the Recreation Committee Chairperson post. Susan Cavicchi
seconded the nomination. Jack Downing accepted the nomination.
Chris Campbell nominated Bernie Winne for the Recreation Committee Chairperson post. Jack Downing
seconded the nomination. Bernie Winne declined the nomination.
The Recreation Committee voted on Jack Downing as the new Recreation Committee Chairperson. The vote
passed 9 - 0.
Alan Beaulieu nominated Bernie Winne for the Recreation Committee Vice-Chairperson post. Chris
Campbell seconded the nomination. Bernie Winne accepted the nomination. The vote passed 9 - 0, with 1
abstain vote.
Alan Beaulieu stated that since Bill Hughes was not here to discuss the Tennis Courts at Birch Meadow
issue, that we would table this to the July 10, 2002 meeting.

Alan Beaulieu stated that next year, Lacrosse should rotate their goals. The goalkeepers scuff up the goal
areas and we should have them rotate their goals so the field will wear properly.
Mark Hyson stated that the new Recreation Clerk would hopefully start in early July. Mark Hyson also
stated that the interviews for the Recreation Program Coordinator position were ongoing and that we should
have the new person in place sometime in July.
Mark Hyson updated the Recreation Committee on the decision of the Board of Selectman to have the
Recreation Committee look at alternative sites for the Skate Park instead of Memorial Park. Jack Downing
stated that he would like to become involved with the sub-committee on the Skate Park. The Recreation
Committee discussed what the next steps would be, with regards to the Skate Park. The Recreation
Committee agreed that we should get the Town Planner involved to provide us with a listing of all possible
sites in Reading that we could possibly fit a Skate Park. Once this is accomplished, then the Sub-Committee
could meet, and start working on alternative locations.
Mark Hyson updated the Recreation Committee on the Summer Camp and Summer Programs. Mark stated
that since we could not find a director for the Teen Adventure Program, then the program would be cancelled
for the summer. Mark also stated that in moving the last week of camp to the first week, we saw a
significant decrease in the numbers and that Junior Camp would not run the first week due to the lack of
registrations.
Mark Hyson stated that the independent contractors are in the process of getting the insurances needed to run
the programs. Mark stated that we would hopefully not lose any programs.
Mark Hyson asked for volunteers to help with the Summer Concerts and Track Meets Coverage.
Dave Bryant gave an Aquatics Advisory Committee Report:
• Dave stated that the YMCA's target date for the Acoustics work to be done was August 25 - 30.
The YMCA is still waiting for bids to come in. The YMCA wants to hopefully go with the company
that did the acoustics testing. The YMCA wants to make sure the company that they choose is
viable.
• The Summer Pool schedule has been changed to make it more user friendly. The schedule is in the
process of being finalized with some other changes, i.e. a season pass can be applied to a yearly pass.
The Reading Girls Swim team maybe looking at other locations to swim while the acoustics work is
being done.
Bernie Winne made a motion to adjourn the meeting. Mary Ellen Stolecki seconded the motion. The motion
passed by a vote of 9 - 0. The meeting was adjourned at 10:11 PM
