RECREATION COMMITTEE MINUTES
8/14/02 MEETING
In Attendance - Bernie Winne, Mark Hyson, Sudie Fay, Mary Ellen Stolecki, Sue Cavicchi, Dave Bryant,
and Claire Bolger.
Bernie Winne started the meeting at 7:35 PM
Susan Cavicchi made a motion to accept the July 10, 2002 minutes. Dave Bryant seconded the motion. The
motion passed by a 6 - 0 vote.
Mary Ellen Stolecki updated the Recreation Committee on the status of the Sunday Special Permit Sub-
Committee. Mary Ellen stated that the sub-committee has only met once which was last spring and that there
was no new information at this time.
Mark Hyson gave an update to the Recreation Committee regarding Mike Bove's interest in becoming a
member of the Recreation Committee. Mark stated that he spoke with Peter Hechenbleikner regarding the
conflict of interest with Mike Bove being part owner of a company that the Recreation Division may be
doing business with in the fall. Peter Hechenbleikner told Mark Hyson that it would be a conflict of interest.
Mark Hyson stated that he then called Mike Bove and told him that it would be a conflict of interest and
Mike Bove stated that he would not pursue becoming a Recreation Committee member.
Mary Ellen Stolecki updated the Recreation Committee on the Skate Park Sub-Committee. Mary Ellen
Stolecki stated that in attendance at that meeting was Alan Beaulieu, Jack Downing, Kerry Bramhall and
Mary Ellen Stolecki. Mary Ellen went on to state that the sub-committee discussed the specifics from Jack
Downing's proposed agenda and divided the responsibilities. The intent of this agenda was to find alternate
sites and see what qualifications these sites would or would not have, before they bring them back to the
Recreation Committee for final approval. Mary Ellen also stated that the second meeting is scheduled for
late August.
Karen Janowski from the Reading Technology Fund Walk-a-thon came to the meeting to request a special
permit for the use of Memorial Park on Sunday, September 29, 2002 from 10:30 AM - 3:00 PM. The Walk-
a-thon will start at 12:00 Noon. Karen Janowski stated that the name of their organization is now the
Reading Technology Fund, Inc. Karen also stated that the last walk-a-thon they did has less then 50
participants. Claire Bolger made a motion to grant the special permit for the Reading Technology Fund, Inc.
with the amendment that no music start before 12 Noon. Sue Cavicchi seconded the motion. The motion
passed by a 6 - 0 vote.

Representatives David Chase, Dennis Walsh, and Steve D'Agati came to the meeting to request a special
permit for the use of Collins Field at Parker Middle School on 5 Sunday's in the Fall of 2002. David Chase
stated that it was the groups sixth season in Reading, and he reminded the Recreation Committee that their
request was approved in the spring of 2002. David Chase also stated that he spoke with the abutters of
Collins Field and David stated that no one minded that his group plays on Sunday mornings on that field.
The Recreation Committee stated that this group did not have to play at Collins Field in the Fall, that they
could play at Symonds Way field. However in the spring, they would have to play at Collins Field due to
baseball at Symonds Way.
Sue Cavicchi made a motion to grant the Reading Adult Men's Soccer Team their request to use Collins
Field for 5 Sunday's in the Fall. Sudie Fay seconded the motion. The motion was defeated by a vote of
4-2.
Bernie Winne asked the Reading Adult Men's Soccer League if they could move their time closer to 12
Noon. David Chase said that they were bound by their league and that it has to be a Sunday morning league.
Sue Cavicchi made a motion to grant the Reading Adult Men's Soccer Team a request to use Collins Field
for 3 Sunday's in the Fall. Sudie Fay seconded the motion. The motion was defeated by a vote of 4 - 2.
Bernie Winne asked the Reading Adult Men's Soccer League again, if they could move their time closer to
12 Noon. Bernie stated that his thoughts were that if there was some give and take in this start time of the
games then he may look more favorably on the vote. David Chase stated again that they were bound by their
league and that it has to be a Sunday morning league.
Dave Bryant and Bernie Winne stated that their feelings on this matter were that the Reading Adult Men's
Soccer requests in the Fall for 5 dates and then in the Spring for 5 dates are not their interpretations of the
word "Special". They also stated that they had nothing against Reading Adult Men's Soccer or soccer in
general.
Sue Cavicchi made a motion to grant the Reading Adult Men's Soccer Team a request to use Collins Field
for 1 Sunday in the Fall. Sudie Fay seconded the motion. The motion was defeated by a vote of 4 - 2.
The Recreation Committee stated to the Reading Adult Men's Soccer League could appeal their decision to
the Board of Selectman and that he could also have the right to come back to the September Recreation
Committee Meeting to make another request.
Mark Hyson informed the Recreation Committee that the Town Manager has requested that their be no
committee meetings held on September 11, 2002. Mark Hyson asked if the Recreation Committee members
would mind meeting on Thursday, September 12, 2002.
Sudie Fay made a motion that the September Recreation Committee meeting be held on Thursday,
September 12 at 7:30 PM. Sue Cavicchi seconded the motion. The vote passed 6 - 0. Mark Hyson stated
that he would send an e-mail to remind the Recreation Committee members as to the new date, time, and
location of the September meeting.
The Recreation Committee asked Mark to check on how many associates a town committee can have. They
also asked Mark to check to see if there is a time limit as to how long a town committee can have a vacancy.

Mark stated that he would check with the Town Manager and would report back his findings to the
Recreation Committee at the September meeting.
Mark Hyson updated the Recreation Committee on the Summer Camp and Summer Programs. Mark stated
that all the Summer Camp Programs and the Summer Clinics went very well.
Mark Hyson also stated that Luisa Tremblay would join the Recreation Division on August 26, 2002 as the
new full-time Recreation Primary Clerk. Mark stated that he was looking forward to having Luisa as
permanently part of the team.
John Feudo came to the Recreation Committee meeting and was introduced to the Recreation Committee as
the new Program Coordinator. John started with the Recreation Division on Tuesday, July 9, 2002.
Mark Hyson discussed with the Recreation Committee on new programming and how the Recreation
Committee would like to proceed with new programming. The Recreation Committee stated that they would
like any new companies that want to work with Reading Recreation to come to a Recreation Committee
meeting to do a presentation before the Division signs onto work with them, if there is time. If there is not
time, then the Recreation Committee has left it up to the discretion of the Recreation Administrator. The
Recreation Committee also stated that a program that is directly by Reading Recreation Division does not
have to necessarily come before the Recreation Committee prior to implementation.
Sudie Fay stated that she is trying to work with the Junior Women's League to combine Halloween Parades
this year. Sudie has been speaking with the outgoing President and will be speaking with the upcoming
President.
Mark Hyson handed out some drafts of the new Reading Recreation Division Field Use Guidelines and
Policies and Mark stated that this was for the Recreation Committee to read and that we can discuss these at
the September meeting.
Sudie Fay made a motion to adjourn the meeting. Claire Bolger seconded the motion. The motion passed by
a vote of 6-0. The meeting was adjourned at 10:05 PM.
