READING RECREATION COMMITTEE MINUTES
March 12, 2003
Attendance: John Feudo, Recreation Administrator, Jack Downing, Recreation Committee
Chairperson, Dave Bryant, Bernie Winne, Christopher Campbell,
Alan Beaulieu, Sue Cavicchi, Claire Bolger, Mary Ellen Stolecki, Patrick Fennely, Dan McGrath,
Program Coordinator, Mike Moscariello, Guest
Jack Downing called the meeting to order at 7:36 PM and asked the committee to review the
minutes of the February meeting.
M. Stolecki made a motion to accept the minutes from the February Recreation Committee meeting.
A. Beaulieu seconded the motion. J. Downing asked if there was any further discussion.
The phase "as amended" was added to the Jan. Minutes on paragraph 5, sentence 1, between the
words "minutes" and "from". Also J. Downing stated the phase Skate Park Coding should be
changed to Report of Progress on paragraph 6 sentence 2. As well as replace the word options with
the word locations on paragraph 6 sentence 5.
A. Beaulieu asked to change on paragraph 7, sentence 1, the word "rank" to "summed the ranks of
. all individual criteria."
J. Downing called the motion of accepting the minutes of the February Recreation Committee
meeting to a vote as amended. Motion passes 5 -0 in favor of acceptance.
REQUEST FOR SPECIAL SUNDAY PERMIT
Mike Moscariello from Men's Softball appeared before the Rec. committee to request an Special
Sunday permit for Sunday June 22nd for the purpose of hosting a Women's Softball Tournament.
The start time would be 9:00 AM. A. Beaulieu asked to see the original permit. Recreation
Administrator J. Feudo mentioned there was no permit filled out due to the fact that he did not know
the process and would make sure in the future permits were filled out prior to the in person request.
A. Beaulieu asked if the permit would be going under the RMSL. M. Moscariello stated that it
would indeed and understood that it was his only opportunity for the year to request a Special
Sunday permit. M. Moscariello assured the Recreation Committee that the fields would be left in
the same condition as they were found. C. Bolger asked if there would be a rain date. M.
Moscariello stated there would not be a rain date. A. Beaulieu made a motion to grant.the Sunday
Special permit to the RMSL so long as permit reads as stated above. (Guidelines for trash pick up
would also be included.) C. Bolger seconded the motion.

Bernie Winne entered the meeting at 7:47 PM.
Jack Downing called the motion to a vote. Motion passes in favor of Granting RMSL a Special
Sunday permit for the date of Sunday, June 22, 2003 from 9:00 AM - 6:OOPM.
Sue Cavicchi entered the meeting at 8:04 PM.
Town Manager Peter Hechenbleikner made an impromptu visit to the Recreation Committee
meeting. Mr. Hechenbleikner spoke to the Recreation committee about the current status of the
Recreation revolving fund. He stated that Recreation currently pays all of their expenses out of a
revolving fund. At Town meeting in April he will be proposing a new Revolving fund. He went on
to state that basically with the proposed revolving fund the Recreation Division would need to
itemize all of its expenses and get it approved at Town Meeting.
Mr. Hechenbleikner went on to talk about the new Carry in/ Carry out policy for the fields in
Reading and asked the Recreation Committee to get the word out. J. Feudo stated that he would be
working with Bob Keating of the Parks and Forestry Division to come up with a plan to promote the
new policy.
FIELD FEES
J. Feudo and the Recreation Committee had a brief discussion regarding Field fees. J. Feudo stated
that field fees might need to remain the same as FY03. The field fees would however need to be
changed eventually and hopefully implemented in the Fall of FY04. B. Winne felt that if fees were
going to change we need to begin working on it now to implement it for the Fall of FY04. A.
Beaulieu suggested having field fees be a collaborative effort between the two sub committees of
Finance and fields scheduling. The Committee spoke about possibly asking for donations from
organizations that use field X. B. Winne also mentioned a fee structure for out of town agencies
using Reading fields.
B.Winne made a motion to leave field fees at $10 per game and reevaluate the fees again in the near
future. A. Beaulieu seconded the motion. Motion passed in favor of leaving field fees at $10 per
game 8 - 0.
ADMINISTRATORS REPORT
J. Feudo introduced Dan McGrath has taken over as Program Coordinator. Dan brings experience
to the Reading Recreation Division from his tenure at the YMCA and grew up in Reading. The
committee welcomed Dan.
B. Winne gave a recap of the Winchester Tournament and stated that he felt the Boys 8ffi Grade B
Coaches John Joyce and Rob Bohleen did an excellent job with the second team.
J. Feudo asked for volunteers for some up coming Recreation Events. The Eggstravaganza and
Recreation Sign-up day.

COMMITTEE REPORTS
D.Bryant reported on behalf of the Aquatics Committee. He stated the YMCA was looking to
develop a survey for improvements to the Y. He also stated that padding will also be placed on the
ceiling of the pool area. According to the Committee the padding has made a tremendous
difference in regards to the acoustics. B. Winne suggested having a person on daily basis conduct a
walk through of the locker room to check for running showers.
A.Beaulieu asked if the Skate Park was going on the BOS agenda. J. Feudo stated he was unsure
but would look into it and report back.
J. Feudo reported on behalf of the progress of hiring a new Tennis Professional. He reported that
Reading Recreation was pleased to hire Gregg Luongo. Gregg brings almost 15 years of experience
with regards to Tennis and is currently working as the Head Pro. at the Winchester Tennis Club.
D. Bryant made a motion to adjourn the Recreation Committee meeting for March 12th. B. Winne
seconded the motion. Motion passed in favor of adjourning 8- 0.
