READING RECREATION COMMITTEE MINUTES
May 12th 2004 Town Hall Conference Room
Attendance: Barbara Faso, Rec. Committee Member, Mary Ann Kozlowski, School Member, Rick
Shaffer, Rec. Committee Member, Jack Downing, Rec. Committee Member, Patrick Fennelly, Rec.
Committee Member, Nancy Linn Swain, Rec. Committee Member John Feudo, Recreation
Administrator.
Guests: Peter Coumendouros, Chris Flannagan
Meeting Called to order at 7:37 PM.
The Committee was asked to review the minutes from the March 30th Board of Selectmen's
meeting.
N. Swain made a motion to accept the minutes from March 30th. P. Fennelly seconded the motion.
Motion passes in favor of acceptance of the minutes 5-0-0.
The Committee was then asked to review the minutes from the April 14th committee meeting.
N. Swain made a motion to accept the minutes from April 14th. B. Faso seconded the motion.
Motion passes in favor of acceptance of the minutes 5-0-0.
New Business:
J. Feudo introduced Peter Coumendouros and Chris Flannagan from the "Friends of Hunt Memorial
Park". Peter gave a brief update to the committee about the progress the group has made for the
new playground. Peter stated they are very close to beginning phase one of the project. The group
continues to fundraise as they have already raised approximately $16,000. The group was before
the Recreation Committee asking for a special permit to camp out over night from June 18th - June
20th. The overnight fundraiser is part of a gimmick to get create some attention about the overall
goal of getting a new park. The group would only be near the equipment and there would be no
more than 4 people there overnight.
P. Fennelly made a motion to accept the special permit to the "Friends of Hunt Memorial Park" for
the purpose of an over night fund raiser from 6/18 - 6/20. N. Swain seconded the motion. Motion
passes in favor of acceptance of the special permit to the "Friends of Hunt Memorial Park" for the
purpose of an over night fund raiser from 6/18 - 6/20 by a vote of 5-0-0.
Next J. Feudo presented the special permit request from RUSSSA (Reading Umpires Association).
The organization held a similar tournament with out any issues last year. As in the past, they are
asking for a special permit to begin play at 9:00 AM on Sunday, September 19th. They would be

using both the Street Field and Lighted Field. Teams that would be playing are primarily comprised
of Reading Residents.
B. Faso made a motion to accept the application as proposed by the RUSSSA for September 19th
beginning at 9:00 AM. P. Fennelly seconded the motion. Motion passes in favor to accept the
application as proposed by the RUSSSA for September 19th beginning at 9:00 AM voted 5-0-0.
Rick Shaffer entered the meeting at 8:00 PM.
The Committee decided to table the Travel Basketball discussion until the June Rec. Committee
meeting.
Old Business:
The subject of "Formalizing business issues" was tabled during the May meeting to try to correct
the wording and form it into a motion. N. Swain made the Motion to Formalize program participant
or interested party may begin the process of bringing an issue to the Recreation Committee's
attention by initially speaking to the Recreation Administrator or Program Coordinator in his/her
absence. Issues resolved in this stage shall be reported to the Recreation Committee under the
Administrator's notes portion of the next
scheduled meeting.
If the issue cannot be resolved/addressed to the satisfaction of the interested party or the Recreation
Administrator, the Recreation Administrator will place the item on the agenda for the ensuing
meeting and notify the interested party of the date and time of the meeting.
If the Administrator fails to place the topic on the Committee's agenda, the interested party may
submit a request addressed to the Chairperson of the Recreation Committee stating their desire to be
on the Recreation Agenda. The Chair shall include the topic in the agenda for the next scheduled
meeting of the Recreation Committee and notify the interested party of the date and time of the
meeting.
M. Kozlowski seconded the motion.
J. Downing asked if there was any more discussion. The committee had some discussion about the
motion and decided to change the word "may" to "shall" in two instances and add the word
"written" before the words "request addressed".
R. Shaffer made a motion to amend the original motion with the changes as noted. P. Fennelly
seconded the motion. Amended vote passes in favor of amending to the motion 6-0-0.
J. Downing called the overall motion of formalizing the process by which an interested party gets
on to the Recreation Committee Agenda to a vote. Motion passes in favor of formalizing the
process 6-0-0.
READING RECREATION COMMITTEE MINUTES CON'T
Administrator's Report:
J. Feudo stated that the Division has decided to offer a week 8 of camp for the week of August 16 -
20. J. Feudo stated that reg. camp numbers are almost 20% better this year than at this time last
year.
J. Feudo urged Committee members that had terms that would be ending in June to see Paula
Schena at the Town Manager's office for reappointment.
J. Feudo mentioned that the Recreation Committee was issued an instructional motion at Annual
Town Meeting by the Board of Selectmen regarding allocation of field space. The Committee
asked J. Feudo to invite David Lautman to the next committee meeting to get some clarification on
the motion.
The Recreation Division had 102 applicants for the clerk position. The goal was to have someone
in place by June 1St
Memorial Park Ad Hoc Committee will be appointing positions. J. Feudo has recommended John
Halsey, Preston Lucus and Frank Driscoll. The Recreation Committee needed to appoint one
member to the committee. N. Swain made nominated Rick Shaffer to the Memorial Park Ad Hoc
Committee. M. Kozlowski seconded the nomination. Rick Shaffer accepts nomination to serve on
Ad Hoc committee for Memorial Park usage.
Sub-Committee Reports
B. Faso gave a brief report about Reading Friends and Family Day.
J. Downing stated the YMCA pool numbers are down. The Aquatics Advisory Board will be doing
some extra marketing to promote the pool for the summer.
P. Fennelly made a motion to adjourn the meeting of May 12th. N. Swain seconded the motion.
Motion passes in favor of adjournment 6-0-0.
