N. Swain called the meeting to order at 7:06 PM
The Rec. Committee was asked to review the minutes from the January 11th meeting. F. Driscoll
asked that it be notated in the January minutes that J. Feudo has opted off the Extended Learning
Research Committee due other time commitments at home.
B. Winne made a motion to accept the minutes from the January 1 Ith Recreation Committee
meeting. K. Kaminer seconded the motion. The motion passed in favor of acceptance of the
minutes 5-0-0.
R. Shaffer entered the meetinc at 7:12 PM.
N. Swain gave the Committee an update regarding the substance abuse initiative headed up by the
Board of Selectmen and School Committee. The group is currently working on establishing a
mission statement. Liz Silva from the Winchester Substance Abuse Coalition presented to the
group and shared some ideas of how the process is done in Winchester. The Winchester Substance
Abuse Coalition is grant funded and is a closed door meeting process to protect sensitive situations.
WSAC has made progress over the past years existence implementing programs such as parent
supervised drop offs for HS dances among others.
The Reading Substance Abuse Initiative will continue to investigate grant opportunities and
evaluate who would be potential candidates to serve as members of the coalition.
A discussion ensued amongst the members of the Rec. Committee. F. Driscoll felt that the
education of parents is the key component to success. K. Kaminer felt it was important to give
parents an avenue to learn and be educated on what happens with their children.
Budget:
J. Feudo handed out a detailed cost accounting assessment of the FY06 budget. B. Winne
recommended that the budget be looked at the end of each season (or three times a year). The
Recreation Administrator will pick three dates to consistently update the budget each year.

J. Feudo stated that he is, overall, satisfied with the budget based on the deficit that the Recreation
Division was under three years ago. New programming and cautious spending have been factors
that have helped. The numbers of summer camp were also very strong, that it had a direct impact
on the budget.
Beth Claroni entered the meeting at 7:35 PM.
Recreation Committee Membership:
J. Feudo mentioned that P. Fennelly has resigned from the Recreation Committee sighting personal
health issues as the reason. Mr. Fennelly appeared for the December meeting, however the meeting
was cancelled due to lack of quorum. J. Feudo stated there is now a voting member position open
and he would like to see one more associate member join the committee.
The Recreation Committee will also need to establish new Chairs of the Committee. After some
discussion the committee decided to wait until the April meeting to make that determination.
F. Driscoll made a motion to cancel the Rec. Committee meeting for March 8t'. B. Winne seconded
the motion. Motion passes in favor of canceling the March 8th meeting 6-0-0. The Rec. Committee
will meet again on April 12th
Recreation Administrator's Report:
J. Feudo gave an update of the Winter/Spring programs. Saturday AM sports were a hit once again.
The three programs, T-Ball, Soccer and Unorganized Sports were just about sold out. This program
is quickly becoming a staple in the Recreation program. As usual the Reading Baseball Clinics are
well attended with close to-300 kids signed up. The new fencing class started on the last Monday of
January. The enrollment is good for the first time offering (7 Youth and 3 Adult).
J. Feudo gave a brief update of the happenings of the Extended School Day Committee.
J. Feudo announced that the first program presented by the Good Sports Partnership Commission
would be held on Thursday Feb 16' at the RMHS Auditorium. Bob Bigelow will be the featured
speaker. J. Feudo will also be distributing, for the first time; the Reading Standard Code of Ethics
which has been accepted by the Board of Selectmen and Recreation Committee.
J. Feudo mentioned that he was still looking for volunteers to help with the Annual Recreation Egg
Hunt on Friday, April 21". Also, volunteers are needed for the summer registration day being held
on Saturday, April 8th at Coolidge Middle School beginning at 10:00 AM. Please contact John
Feudo if you are interested.
J. Feudo mentioned to the Recreation Committee that Peter Coumounduros has begun the process of
starting an official Friends of Reading Recreation group. He plans to become a certified non-profit
organization and file a 501 c3 certification. They are in the process of establishing membership.

F. Driscoll made a motion to adjourn the February 8th Recreation Committee meeting. M.
Kozlowski seconded the motion. Motion passes in favor of adjournment 6-0-0.
Meeting adjourned at 8:30 PM.
