READING RECREATION COMMITTEE MINUTES
September 12, 2007 Meeting Room -Police Department
Attendance: Mary Ellen Stolecki Rec. Committee Member, Kate Kaminer. Rec. Committee

N. Swain called the meeting to order at 7:04PM and asked the committee to review the minutes of
July 11 th, 2007
J. Downing made a motion to accept minutes of July 11th, 2007 Recreation Committee meeting.
M. Kozlowski: Second.
Motion passes in favor: 5-0-0.
M. Stolecki entered the meeting at 7:08 PM
B. Claroni entered the meeting at 7:12 PM.
Lighting Policy
The Town Manager has reviewed the lightning policy and it is now being evaluated by the towns'
insurance provider for any recommendations. J. Feudo asked the committee to accept as stated and
if there are any major changes he would let them know.
J. Downing: Motion to accept lighting policy as amended to change "take cover" to "seek shelter"
and pending any recommendations that may come from the insurance company.
M. Stolecki: Second
Motion passes in favor: 5-0-1.
Capital Plan: Fields & Courts
Update given by J.Feudo:
Each year there is a 5% increase figured in which has to go to the Finance Committee for the actual
fiscal year needs. The plan then goes to town meeting for approval before any money gets passed.
$15K has been built in for resurfacing of the tennis courts for every 7 to 10 years. The playgrounds
`f are updated in order of age. Next year Barrows will have $25k allotted to them for updates. There
is an allotment of 5k a year for safety resurfacing of playgrounds. It is hoped to be raised to 10k in
FYI I for use of predominantly rubber mulch.

Friends of Reading Recreation
FORR is looking for approval for use of tennis courts for 2nd Annual Hockey Ball Tournament.
F.Driscoll: Made a motion to allow the Friends of Reading Recreation use of the same two courts
for there annual ball hockey tournament as last year.
J.Downing: Second
Motion Passes in favor 6-0-0.
Administrator's Report
The Birch Meadow Ad Hoc Master Planning Committee will come up with recommendations for
imagination station site taking input from surveys, the Recreation Committee and Conservation
Committee. The committee meetings are open to anyone that would like to attend and are usually
on Monday nights.
There is still an associate member vacancy on the Recreation committee. Please let J. Feudo if you
have any candidates.
Birch Meadow School playground has been repaved and there has been a swale created so the rain
can run down the hill into a catch basin instead of the playground. The playground came out very
nice, with great work from the DPW Highway Division.
The turf field for parker has been designed and is ready to go to the Conservation Commission. If
approval is received from the Conservation Commission the project would go out to bid in
October. The project is on the Conservation Committee Docket for September 19th.

Reading Coalition against Substance Abuse
Update given by N. Swain:
RCASA has been accepted for Mass Forum Health and Committee Grant Funds will be used to hire
a full time grant writer and part time administrator. The Town Manager is working on the job
description. The next meeting is scheduled for September 26`h.
Conservation Preservation and Acquisition
Update given by M.Stolecki:
Percentage of tax increase goes to town meeting to be voted on. Tax is matched 100% by the state.
Seniors and low income households are exempt and other exemptions can also be determined.

Friends of Reading Tennis Task Force
Update given by K. Kaminer:
Sold 100 tickets to the fundraiser with Venus Williams. The grant sub-committee just filed the two
large grants being worked on. The Urban Self Help Grant was submitted in July and the United
States Tennis Association grant was just submitted. There will be a concert fundraiser with tickets
selling for $25 each. FORTT has projected to raise $90k for the project: - - - - - -
